Description/Analysis

 

Issue Detail: The County of Sacramento has contracted with the City of Sacramento Fire Department for emergency hazardous materials response since 1982. The County of Sacramento has a continual need from the City of Sacramento to provide emergency hazardous materials response in the County of Sacramento. The County of Sacramento Environmental Management Department (EMD), administers the agreement and payments for services submitted by the Fire Department.  County of Sacramento EMD bills the cities of Elk Grove, Galt, Citrus Heights, Rancho Cordova, and Folsom, the County Department of Transportation (DOT), the County of Department of Water Resources (DWR), the Sacramento Area Sewer District (SASD), and the Sacramento Regional County Sanitation District (SRCSD).

 

The agreement is retroactive back to July 1, 2018 and covers an initial three-year period with two possible contract extension.  The agreement was delayed due to Countywide contract negotiation.

 

Policy Considerations: This recommendation is consistent with the City Council’s interest to establish and strengthen community and regional partnerships to enhance the quality of life.

 

Economic Impacts:  None.

 

Environmental Considerations: Ongoing administrative and maintenance activities, such as purchases of supplies, equipment or materials which are not made for purposes of a public construction project, do not constitute a “project” and are exempt from the California Environmental Quality Act (CEQA) Guidelines, Section 15061(b)(1), 15378(b)(3). In the event of a hazardous materials incident the Sacramento Fire Department cooperates with the County of Sacramento Hazardous Materials Division to assure that all hazardous materials are disposed of and any site contamination is mitigated according to applicable provisions of the California Health Safety Code.

Rationale for Recommendation: Staff recommends that the City Council pass a motion authorizing the City Manager, or his designee, to execute the Hazardous Response Team Mutual Aid Agreement with the County of Sacramento.  The City of Sacramento Fire Department Hazardous Materials Response Team provides hazardous materials response services to the County of Sacramento. In addition, services are also provided to the fire protection agencies of Sacramento County consisting of the cities of Elk Grove, Galt, Citrus Heights, Rancho Cordova, and Folsom, the County Department of Transportation (DOT), the County of Department of Water Resources (DWR), the Sacramento Area Sewer District (SASD), and the Sacramento Regional County Sanitation District (SRCSD).  It is more economical and practical for the County of Sacramento to utilize the services of the City's Hazardous Materials Response Teams rather than to develop and maintain duplicate response teams.

 

Under the terms of the proposed agreement, a City of Sacramento Fire Department Hazardous Materials Response Team is dispatched to the County of Sacramento to respond to emergency situations classified as Haz Mat Level I-III as defined in the Sacramento Fire Department Hazardous Materials Emergency Response Plan.

 

Financial Considerations: For FY2018/19, the County of Sacramento will pay the City of Sacramento the contracted amount of $383,297.73. Due to the delay in contract negotiation the City will bill for the full amount before end of FY2018/19.

 

Payments owed to the City are based on the chart in the contract.  The County has included a 3% increase each year. Fire Department will bill based on the terms and conditions listed in the contract for the future years.
