Description/Analysis
Issue Detail: The Department of Youth, Parks, & Community Enrichment is recommending that City Council adopt a resolution establishing park capital improvement projects as follows:
• Establish a CIP for Oak Park Playground Improvements (L19144700). $80,000 funding from Individual Project Agreement (IPA) with Sacramento Housing and Redevelopment Agency (SHRA) utilizing Community Development Block Grant (CDBG) fund.
• Establish a CIP for Meadowview Park Improvements (L19146300). $80,000 funding from the IPA with SHRA utilizing CDBG fund.
Policy Considerations: As stated in City Council Resolution No. 2018-0235, Sections 10.2 and 10.10, City Council approval is required to establish (and cancel) CIP projects and make appropriations exceeding $100,000.
Economic Impacts: None
Environmental Considerations: This report concerns fiscal activities that do not constitute a "project" as defined by the California Environmental Quality Act Guidelines Section 15378(b)(4). Environmental review of these park improvement projects will occur before construction is authorized.
Sustainability: The project has been reviewed for consistency with the goals, policies, and targets of the City’s Sustainability Master Plan (SMP) and the Parks and Recreation Sustainability Plan (PRSP).
Commission/Committee Action: Not Applicable
Rationale for Recommendation: The City has an IPA with SHRA utilizing CDBG funds for Oak Park Playground Improvements and Meadowview Park Improvements.
Oak Park Playground Improvements include $80,000 of CDBG funding. The scope of work includes preliminary engineering, design, planning, environmental review, bid documents and associated documents for Oak Park improvements including the renovation of the existing playground with new surfacing to address safety and sanitation concerns. City will request 2020 CDGB funding for construction of the project.
Meadowview Park Improvements includes $80,000 of CDGB funding. The scope of work includes preliminary engineering, design, planning, environmental review, bid documents and associated documents for Meadowview Park Improvements including renovation of existing toto lot and adventure area playgrounds with new surfacing, ADA access, playground and park rule signage, shade trees and basketball court resurfacing. City will request 2021 CDGB funding for construction of the project.
Financial Considerations: There are adequate financial resources in the various funding sources to support the recommended budget appropriations as shown in the table below:
