Adopt a Resolution authorizing the City Manager or the City Manager’s designee to increase the expenditure budget in the Meadowview Road Complete Street Project (T15145500) by transferring $250,000 from the available fund balance of the Major Street Construction Fund (Fund 2007).

Description/Analysis

 

Issue Detail: The Meadowview Road Complete Street Project includes the first two phases of a larger project on Meadowview Road that starts just east of Freeport Boulevard to the Meadowview Light Rail Station and on 24th Street from Meadowview Road north to Florin Road. The first two phases start just west of the 24th Street intersection to the Sacramento Regional Transit station at the Detroit Blvd intersection. The project includes construction of new sidewalks, vertical curb and gutter, landscaping, enhanced pavement treatments, Class II bike lanes with 2’ buffers, street and pedestrian lighting, medians, and traffic signal improvements.

 

City staff and consultants have recently commenced work on the final design phase of the project to prepare the plans, specifications, and cost estimate.  The transfer of funds will allow staff to move forward with completion of final design and to prepare final design documents for bidding by Summer 2020.

 

Policy Considerations: The project is consistent with the City General Plan goals of promoting safety and enhancing livability, sustainability and economic vitality. The proposed City Council action is consistent with the City’s policy which requires all agreements and transfers of funds over $100,000 be approved by the City Council. 

 

Economic Impacts:  None

 

Environmental Considerations:

 

California Environmental Quality Act/National Environmental Policy Act (CEQA/NEPA): The City Council adopted a Mitigated Negative Declaration (MND) for the Meadowview Road Streetscape Project in compliance with CEQA on August 8, 2017 (Resolution No. 2017-0313). Following adoption of the MND, Staff filed a Notice of Determination with the Sacramento County Clerk on August 10, 2017. The current action consists of steps to implement the project that was approved and is consistent with the analysis contained in the adopted MND. No further environmental review is required.

                     

The Project is funded in part by federal funds. As a result, the proposed Project is also subject to NEPA requirements. On February 6, 2018, Caltrans approved a Categorical Exclusion for the Project pursuant to the requirements of NEPA.

 

Sustainability: The project is consistent with the City’s General Plan goals to help improve the health of residents by promoting walking and bicycling, and to create a healthier urban environment by constructing bile paths. The project will also reduce dependence on the private automobile, decrease the use of fossil fuels, and help meet air quality standards by providing ab array of transportation choices near jobs for a balanced, healthy city.

Rationale for Recommendation: The transfer of funds is necessary to deliver this project.

 

Financial Considerations: The final design of the Meadowview Road Complete Street Project (T15145500) including Right of Way acquisition is estimated to cost $1,976,696.  Upon approval of transferring $250,000 from available fund balance of the Major Street Construction Fund (Fund 2007) to the expenditure budget of the Meadowview Road Complete Street Project (T15145500), there will be sufficient funding to allow staff to move forward with completion of final design.
