Issue Detail: Additional funds are needed to complete design and bid advertisement of the annual pavement resurfacing project which will extend the life of existing pavement in a cost-effective manner.
Policy Considerations: The recommendations meet the City’s objectives to maintain its infrastructure and achieve the outcomes defined in the State legislation. In addition to basic transportation needs, the local street and road system is also critical for farm to market needs, interconnectivity, multimodal needs, and commerce. Police, fire, and emergency medical services all need safe reliable roads to react quickly to emergency calls.

Environmental Considerations:
California Environmental Quality Act (CEQA): Programming funding is an administrative activity and is not considered a project under CEQA Guidelines (Title 14 Cal. Code Reg. §15000 et seq.) § 15378 (b)(4).
Sustainability: The City uses pavement mixes incorporating a mix of recycled materials when possible. In connection with pavement rehabilitation, the City will incorporate improved accessibility and active transportation improvements where feasible. Restoring roads before they fail reduces construction time which results in less air pollution from heavy equipment and less water pollution from site run-off.

Rationale for Recommendation: The Transportation Corridor Program (R15190000) includes an annual pavement preservation strategy that applies slurry seal treatments to street surfaces which extends the useful life of the pavement. The project also incorporates complete street enhancements when possible to improve neighborhood livability by improving safety and encouraging walking and biking. Additional funds are needed to complete design and bid advertise the fiscal year 2019 project.
Financial Considerations: The total estimated cost to complete design and bid advertisement of the annual pavement resurfacing project is $300,000. Upon transferring $200,000 (Road Maintenance and Rehabilitation Account Fund, Fund 2036) from the Street and Bikeway Overlay and Seals Program (R15182000), there will be sufficient funding to complete design and bid advertisement of the annual pavement resurfacing project.
Sufficient funding is available (Road Maintenance and Rehabilitation Account Fund, Fund 2036) in the Street and Bikeway Overlay and Seals Program (R15182000) to support the transfer to the Transportation Corridor Program (R15190000).
After completion of final engineering estimates and receipt of bids, staff will return to City Council to transfer the amount needed from construction from the amount remaining in the Bikeway Overlay and Seals Project (R15182000) and other fund balances (e.g., Trench Cut Fee), and award the construction contract.
