Pass a Motion: 1) awarding three professional services agreements for traffic impact study services for three years, each having a total amount not to exceed $800,000; and 2) authorizing the City Manager or the City Manager’s designee to execute three-year professional services agreements for traffic impact study services with a) Kimley-Horn and Associates, b) DKS Associates, and c) Fehr & Peers for a not-to-exceed amount of $800,000 per agreement.

Description/Analysis
Issue Detail: The City utilizes traffic engineering consultants to evaluate the impact of development applications and transportation projects and to develop mitigation measures per environmental requirements. Consultants offer special expertise and software applications for modeling of future traffic conditions and evaluation of the City’s roadway system.
Policy Considerations: Outsourcing the traffic impact studies to consultants helps streamline the review of development applications and provide traffic studies for City projects.
Economic Impacts: None.
Environmental Considerations:
California Environmental Quality Act (CEQA): Under the CEQA Guidelines, administration of a Master Services Agreement does not constitute a project and is therefore exempt from review.
Sustainability Considerations: Conducting traffic impact studies is consistent with the City’s Sustainability Master Plan. It is aimed at addressing the goals and policies set forth in the City of Sacramento 2035 General Plan, Mobility Element by improving transportation infrastructure with streets that also encourages walking and cycling and minimizing impacts to the environment and neighborhoods.

Rationale for Recommendation: Establishing a list of three consultants will expedite and ensure timely and accurate traffic impact analysis of development applications and transportation projects. A Request for Qualifications (RFQ) was advertised in October 2018 and the following seven firms submitted their Statements of Qualifications for consideration: DKS Associates, Fehr & Peers, Kimley-Horn and Associates, Kittelson and Associates, AECOM, TJKM, and Wood Rodgers. The seven firms were evaluated according to their qualifications and experience on similar projects and their ability to provide the service in a timely manner. The top three ranked firms, Kimley-Horn Associates, DKS Associates, and Fehr & Peers, were then selected for Master Services Agreements.
Financial Considerations: All costs associated with consultant services will be funded from the individual project applicants for their development proposals or Transportation Funds for City projects. The cost for services under the Master Services Agreements will not exceed $800,000 per firm. This is an on-call contract and the consultant(s) may or may not be called by the City to perform any services described in this agreement and therefore no compensation would be paid to the consultant(s) for the length of the agreement.
There will be no impact to the General Fund. Approval of the Master Services Agreements will not result in any additional expense to the City.
Sufficient funding is available in the Fiscal Year 2019/20 Department of Public Works Proposed Operating Budget and in the 2019-2024 Proposed Capital Improvement Program for services through June 30, 2020, pending Council approval of the Proposed Budget. Funding in future fiscal years is subject to funding availability in the adopted budgets for the applicable fiscal years.
