Pass a Motion authorizing the City Manager or City Manager’s designee to execute supplemental agreements for the following grantees: 1) Always Knocking; 2) Anti-Recidivism Coalition (ARC); 3) City Year; 4) La Familia Counseling Center; 5) Mutual Assistance Network; 6) Reading Partners; 7) Rebranding You, Inc.; 8) Rose Family Creative Empowerment Center; 9) The HAWK Institute; and 10) The Regents of University of California, for the various amounts not to exceed $140,000 with the Office of Violence Prevention.

Description/Analysis

 

Issue Detail: As part of the Fiscal Year (FY) 2016/2017 budget, $1.5 million was allocated to support the continued implementation of the Gang Prevention and Intervention Taskforce (Taskforce) projects. On February 21, 2018, the City released the Taskforce Grant Program Request for Qualifications (RFQ) to identify community based non-profit organizations qualified to provide youth and gang violence prevention and intervention services in four funding categories:

                     

1. Life Skills

2. Workforce Readiness

3. Crisis Response

4. Student Enrichment

 

A multi-disciplinary team of content experts evaluated the proposals submitted against the published criteria and determined which were most responsive. On May 15, 2018, Council approved funding for 21 organizations and authorized the City Manager to execute one-year agreements with each organization. Attachment 3 provides a summary of the 21 programs approved for funding for the 2017 Task Force Grant Program. The one-year contracts with the grantees terminate on July 31, 2019 unless otherwise extended.

 

In the mid-year progress report provided by the Sacramento County Office of Education, 147,000 hours of program services were delivered by the 21 grantee organizations to 2,720 youth during the first six months of this grant cycle. The majority of participants (58%) were between the ages of 13-17.

 

The Taskforce is extending the contracts with the current 21 grantees for an additional one-year period beginning August 1, 2019 and continuing through July 30, 2020. Ten of these contracts will exceed $100,000 once the supplemental agreements are signed. The benefits of this extension include:

 

                     No gaps in services for current programs and participants

                     Alignment of new RFQ grant period with school calendar

                     Provision of additional qualitative and quantitative data of current programs and grantees via required progress reports.

 

Policy Considerations: City council approval is required for a contract supplement that increases the contract amount to $100,000 or more.

Rationale for Recommendation: The Gang Prevention and Intervention Task Force Grant Program was developed to coordinate strategic investments in partnership with community- based service providers to increase supports for high-risk youth and families in order to address and prevent gang and youth violence in our community.

 

Financial Considerations: Staff recommends Council approval for the following supplemental agreements:

 

 

There are sufficient funds in the Gang Prevention & Intervention Program (I02000600) to execute the agreements for a total cost not-to-exceed $585,000.

 

Agreements with the additional 2018 grantees who are in good standing with the Office of Violence Prevention evaluation criteria have also been extended. These non-profits are not included in this report because their total grant amount is below the $100,000 threshold and do not require Council approval. The agreements are listed below and are also included in Attachment-3.
