Recommendation

Adopt a Resolution authorizing the City Manager or the City Manager’s designee to: 1) to execute a Memorandum of Understanding (MOU) with the Capitol Area Development Authority (CADA) to provide $500,000 for the Roosevelt Park Baseball Lighting Renovation Project; 2) establish revenue and expenditure budgets in the amount of $500,000 (CIP Reimbursable Fund, Fund 3702) for the Roosevelt Park Baseball Lighting Renovation Project (L19155500); and 3) amending the project scope of the Roosevelt Park Baseball Lighting Renovation Project (L19155500) to include renovation of the existing ballfield, with improvements to the infield, backstop, fencing, concrete paving, site furniture, signage, and perimeter landscaping and irrigation.

Description/Analysis

 

Issue Detail: The Capitol Area Development Authority (CADA) is a joint City-State redevelopment agency that manages rental housing and oversees development of state-owned properties within an area of the Central City generally bounded by 6th Street to 19th Street and L Street to S Street. CADA receives property tax increment revenues generated from development within its defined jurisdictional boundaries.

 

The City of Sacramento’s Roosevelt Park is a one-block neighborhood park located in the CADA Capitol Area on the block bounded by P, Q, 9th and 10th Streets. Roosevelt Park is home to a lighted softball field, two basketball courts, a seasonal farmers market, and an outdoor fitness gym. These parks are used by residents and employees who reside and work in the Central City.

 

CADA and the City executed a Memorandum of Understanding (MOU) in 2011 that allows CADA to partner with the City to renovate certain City parks in the CADA area. In 2015, with the consent of the City of Sacramento Youth, Parks, & Community Enrichment Department, CADA retained the Wood Rodgers firm to prepare a conceptual plan that addresses the renovation needs of the park.  The plan’s key improvements include renovation of the softball and soccer fields, perimeter flowerbeds and parking strips, fencing, and sports lighting. These improvements are consistent with the existing City master plan for the park. The City is currently establishing a CIP for $200,000 for the renovation of existing ballfield lighting to be paired with CADA’s funding for the project improvements.  

 

CADA has proposed ballfield improvements consisting of expansion and topdressing of baseball infield, irrigation and turf modifications, replacement of ballfield backstop, overthrow fencing, maintenance and pedestrian gates, replacement of concrete flatwork, four players benches, two bleachers, a scorer’s table, and new bases. The project will also include perimeter landscape improvements (irrigation modifications, soil preparation landscape planting, irrigation audit, and bark mulch) with a 90-day plant establishment period.    

 

To implement the baseball and perimeter landscape renovation, CADA and the City now need to enter into a Memorandum of Understanding under which CADA and the City will share in the costs of the work and the City will bid the work and manage the construction process.  The City will be able to undertake this Roosevelt Park Baseball Lighting Renovation Project with CADA-managed tax increment funding. The MOU establishes the obligations of each party regarding this improvement project.

 

Policy Considerations: The project is consistent with the City General Plan goals and key policies of promoting safety and enhancing livability, sustainability, and economic vitality.

 

Economic Impacts:  Not Applicable

 

Environmental Considerations:

 

California Environmental Quality Act (CEQA):  The proposed project is exempt from environmental review under CEQA Guidelines Sections 15301 and 15303. The project consists of minor alterations of existing public facilities and construction of small structures. 

 

Sustainability: The park renovations are consistent with sustainable design through the use of recycled materials and local suppliers.

 

Commission/Committee Action: None

 

Rationale for Recommendation: The Roosevelt Park baseball field, lights and perimeter landscaping are in need of renovation and this funding will allow these improvements to better serve City residents who frequent Roosevelt Park and use the ballfield.

 

The City Council’s approval of the MOU is necessary to enable the City to partner with CADA for the Roosevelt Park Baseball Lighting Renovation Project.

 

Financial Considerations: The total estimated cost of the Roosevelt Park Baseball Lighting Renovation Project is $700,000. Under the terms of the MOU, CADA will provide the design and construction documents for the project and will provide funds in the amount of $500,000 (CIP Reimbursable Fund, Fund 3702), while the City will provide $200,000 for renovation of baseball field lights and the expertise and personnel to bid and oversee construction of the project.

 

Staff recommends establishment of revenue and expenditure budgets in L19155500, in the amount of $500,000, for the MOU with the CADA for the construction of the Roosevelt Park Baseball Lighting Renovation Project.
