Adopt a Resolution: 1) approving the Plans and Specifications for the Mae Fong Park Bike Trail Project; 2) authorizing the City Manager or the City Manager’s designee to transfer $65,000 (Fair Share Contribution Fund, Fund 2032) from available fund balance from the Campus Crest Apartments (P12-308) conditions of approval contribution to support the Mae Fong Park Bike Trail Project to the expenditure budget of the Bikeway Improvements and Alternative Modes Program (K15185100); 3) awarding the construction contract for the Mae Fong Park Bike Trail Project to Martin General Engineering, Inc. for an amount not to exceed $242,850; and 4) authorizing the City Manager or the City Manager’s designee to execute the contract with Martin General Engineering, Inc. for the Mae Fong Park Bike Trail Project.

Description/Analysis
Issue Detail: The Mae Fong Park Bike Trail Project is one of eight bicycle projects that were included in the Bikeway Improvement and Alternate Modes Program (K15185100). It will extend the existing Mae Fong Bike Trail along the northern edge of Mae Fong Park from its current terminus at the west end of the park to Redding Avenue as well as install rectangular rapid flashing beacons (RRFBs) at the intersection of 14th Avenue and 60th Street.
The project is funded by the General Fund (Fund 1001) and fair share contributions (Fund 2032) from private development projects in the area.
The construction contract was advertised on May 2, 2019, and bids were received on May 22, 2019. Martin General Engineering, Inc. is the lowest responsive and responsible bidder. City Council approval is necessary to award the construction contract and appropriate the additional funds.
Policy Considerations: The project is consistent with the City’s 2035 General Plan goal M 1.3 to improve accessibility and system connectivity by removing physical and operational barriers to safe travel, specifically goal M 1.3.2 which states the City shall eliminate “gaps” in roadways, bikeways, and pedestrian networks.
Economic Impacts: This new infrastructure is expected to create 0.97 total jobs (0.56 direct jobs and 0.41 jobs through indirect and induced actives) and create $149,944 in total economic output ($94,510 of direct output and another $55,434 of output through indirect and induced activities).
The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.
Environmental Considerations: City Environmental Planning Services performed an environmental assessment to satisfy California Environmental Quality Act (CEQA) requirements and determined that the project is Categorically Exempt. A Notice of Exemption (NOE) was signed on May 10, 2018.
Sustainability: The project will improve bicyclist and pedestrian safety and encourage active transportation in the Tahoe Park and Tahoe Park East neighborhoods.

Rationale for Recommendation: The Mae Fong Park Bike Trail Project will extend the Mae Fong Bike Trail through Mae Fong Park, as well as install an RRFB at the intersection of 14th Avenue and 60th Street. The Project was advertised, and bids were received on May 22, 2019.

Staff recommends that the construction contract be awarded to the lowest responsive and responsible bidder, Martin General Engineering, Inc.
Construction is anticipated to begin in August 2019 and be completed December 2019.
Financial Considerations: The Mae Fong Park Bike Trail Project is a project included in the Bikeway Improvement and Alternative Modes Program (K15185100). The estimated total project cost is $450,000. Upon approval of the transfer of $65,000 (Fair Share Contribution Fund, Fund 2032) from available fund balance from the Campus Crest Apartments (P12-308) conditions of approval contribution to support the Mae Fond Park Bike Trail Project to the Bikeway Improvement and Alternative Modes Program (K15185100), there will be sufficient funding to execute the construction contract for an amount not to exceed $242,850 with Martin General Engineering, Inc., cover construction management costs, and complete the remaining projects.
