Adopt a Resolution: 1) approving the Plans and Specifications for the C Street Crossing Closure Project; 2) authorizing the City Manager or the City Manager’s designee to transfer $40,000 (Major Street Construction Fund, Fund 2007) from available fund balance to the expenditure budget in the Ramona Avenue Extension Project (T15018400) to support the C Street Crossing Closure Project; 3) upon Caltrans approval of the additional federal authorization, authorizing the City Manager or the City Manager’s designee to increase the revenue and expenditure budgets in the Ramona Avenue Extension Project (T15018400) by $113,000 (Federal Capital Grants, Fund 3703) in Federal Railway-Highway (Section 130) funding and to transfer $40,000 (Major Street Construction Fund, Fund 2007) from the expenditure budget in the Ramona Avenue Extension Project (T15018400) to available fund balance; 4) awarding the construction contract to McGuire and Hester for an amount not to exceed $528,304; and 5) authorizing the City Manager or the City Manager’s designee to execute a contract with McGuire and Hester in an amount not to exceed $528,304 for the C Street Crossing Closure Project.

Description/Analysis

 

Issue Detail: The City is required to close one at-grade Union Pacific Railroad (UPRR) crossing per the requirements of the UPRR Public Highway At-Grade Crossing Agreement (City Agreement No. 2017-1048) which was executed for the Ramona Avenue Extension Project (T15018400).  The Ramona Avenue Extension Project (T15018400) installed a new UPRR at-grade crossing on Ramona Avenue, and the C Street at-grade crossing between 19th and 20th Street was selected for closure to satisfy this commitment by the City. The C Street Crossing Closure Project will prohibit vehicular crossing of the UPRR tracks by constructing cul-de-sacs on C Street at each side of the UPRR tracks. This project will provide the benefit of reducing potential conflicts between vehicles, pedestrians, cyclists, and UPRR trains. The proposed improvements also include new curb, gutter, sidewalks, and drainage improvements. 

 

The construction contract was advertised on April 8, 2019, and bids were received on May 8, 2019. The contractor, McGuire and Hester, is the lowest responsive and responsible bidder. City Council approval is necessary to complete the required budgetary adjustments and award the construction contract.

 

The project is funded primarily through the Railway-Highway Crossings (Section 130) Program, a federal funding program administered by Caltrans. On August 22, 2017, the City of Sacramento accepted and appropriated the Section 130 construction funding in the amount of $574,595 for the closure of C Street between 19th and 20th Streets. Upon opening bids and performing a budget analysis, City staff began the programming process for an additional $113,000 in Section 130 construction funding to accommodate the increased project costs. City Council action is required to appropriate these funds. Local funds will be loaded as a placeholder to allow the project to move forward while the funding amendment is processed.

 

City Council approval is required for the budgetary adjustment necessary to execute the construction contract and complete the project.

 

Policy Considerations: The City Council action recommended in this report supports the City Strategic Plan goal to promote and support economic vitality.  The City guidelines for Street Closures - City Resolution No. 96-176 and the State of California, Streets and Highways Code, Section 8310-8325 allows for the vacation of streets, alleys, and easements. This action is consistent with existing city policies regarding transportation, neighborhood revitalization and enhancement and public safety. 

 

Economic Impacts:  This new infrastructure is expected to create 2.11 total jobs (1.22 direct jobs and 0.89 jobs through indirect and induced actives) and create $326,193 in total economic output ($205,602 of direct output and another $120,591 of output through indirect and induced activities).

 

The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER).  CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period.  Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.

 

Environmental Considerations: The Community Development Department Environmental Services Manager has determined that the proposed project is exempt from the California Environmental Quality Act (CEQA) guidelines under Sections 15301, 15061(b)(3), in which no significant effect on the environment would result from the abandonment of this portion of public road.

B&M Builders did not meet the 5% LBE participating requirements and were determined to be non-responsive. 

 

The Engineer’s Estimate was $496,000.

 

It is recommended that the construction contract be awarded to the lowest responsive and responsible bidder, McGuire and Hester.

 

Financial Considerations: The C Street Crossing Closure Project is required to complete the Ramona Avenue Extension Project (T15018400). The estimated total project cost for the C Street Crossing Closure Project is $918,545.  With approval of the transfer of $40,000 (Major Street- Fund 2007) from available fund balance to the Ramona Avenue Extension Project (T15018400), there will be sufficient funding to execute the construction contract with McGuire and Hester in the amount not to exceed $528,304.

 

These local funds and current local funding in the project will be replaced by $113,000 in federal Section 130 funds upon completion of the amended funding agreement.  Upon execution of the funding agreement of $113,000 (Federal Capital Grants, Fund 3703), the total budget will be $918,545, which will be sufficient to cover the remaining construction management and all other project related costs.  Excess local funds will be returned to fund balance for use on future projects.

 

There are no General Funds planned or allocated for this project.
