Description/Analysis
Issue Detail: The California Department of Resources Recycling and Recovery (CalRecycle) has established the Oil Payment Program to make payments to qualifying jurisdictions for the implementation of used oil and filter recycling programs. To receive these funds, CalRecycle requires the governing body of the applicant to adopt a resolution authorizing the local jurisdiction to apply for the payment program and identify the job title or his/her designee authorized as the signature authority to execute all documents necessary to implement and secure payment.
Policy Considerations: The recommendations in this report are consistent with the City’s General Plan waste diversion goal to encourage recycling, composting, and waste separation to reduce the volume and toxicity of solid wastes sent to landfill facilities.
Economic Impacts: None
Environmental Considerations:
California Environmental Quality Act (CEQA): No environmental review is necessary because the recommendations in this report involve a continuing administrative activity and are not considered to be a project in accordance with Section 15378(b)(2) of the CEQA Guidelines.
Sustainability: The proper recycling of used oil and filters will contribute to a safer and cleaner environment.
Commission/Committee Action: None
Rationale for Recommendation: CalRecycle requires the governing body of the applicant to adopt a resolution authorizing the application. The improper disposal of used oil and filters is costly and environmentally hazardous. If awarded, the Department of Public Works, Recycling and Solid Waste Division will use these funds to implement new and existing used oil and filter recycling programs eligible for this payment, including appointment scheduling through the curbside recycling program or off-site disposal options including Permanent Household Hazardous Waste Collection Facility or other Certified Collection Centers.
Financial Considerations: Staff recommends applying for funding from the CalRecycle Oil Payment Program (OPP10) in an amount not to exceed $200,000. No matching funds are required.
There are no General Funds planned or allocated to this project.
