Recommendation
Pass a Motion authorizing the City Manager, or the City Manager's designee, to execute a Supplemental Agreement in the amount of $37,000 to maintain essential online application services citywide through November 2019 for a total not to exceed amount of $187,200.

Description/Analysis

Issue Detail: Online application services are essential to the City's recruitment and hiring practices. The City needs an extension to the current contract for these services to maintain essential business hiring functions while the City negotiates a new contract for these services with a vendor with system capability for supporting non-discriminatory hiring efforts.

Policy Considerations: This amendment to a professional services contract must be approved in accordance with the provisions of article II of Chapter 3.64 of the City Code.

Economic Impacts: None

Environmental Considerations: Online application services is considered administrative activity by a governmental agency and does not constitute a "project" pursuant to Section 15378(b)(2) of the CEQA Guidelines and therefore is exempt from CEQA review.

Sustainability: There are no sustainability considerations associated with this report.

Commission/Committee Action: None

Rationale for Recommendation: To reach the City's diversity and inclusivity in hiring goals, the City is searching for online system providers that provide bias-potential information masking capabilities.
