Description/Analysis

 

Issue Detail: The California Department of Parks and Recreation is administering competitive grant programs funded through Proposition 68 - the Parks, Environment & Water Bond Act. The Statewide Park Development and Community Revitalization Program  offers $254,942,000 in grant awards for projects that benefit critically underserved communities throughout the state. The program focus is on funding the acquisition or development of new parkland and recreation opportunities in  low-income areas and where the access to parks is deficit. The grant application deadline is August 5, 2019 and a single maximum grant request is limited to $8.5 million.

 

To be eligible, the community within an approximate half-mile radius of the project site must either have a ratio of less than three acres of public park space per 1,000 residents, or the median household income from census tracts is lower than $51,026 annually. The most competitive applications are for projects located in critically underserved communities, focus primarily on recreational amenities, engage the community and develop partnerships, use multiple components of sustainable environmental design, provide employment or volunteer opportunities, provide maximized public accessibility, and improve the community’s quality of life.

 

The Youth, Parks, and Community Enrichment Department (YPCE) staff screened potential projects for eligibility based on the grant criteria and recommend submitting an application for the following park project:

                     Cabrillo Park & Pool Improvement Project: Grant request of up to $2,097,818 for park and pool improvements. Park improvements include increasing recreational amenities with a shaded picnic area that houses eight tables, a group grill, trash receptacles, and serving table; revitalize the existing two existing tennis courts into a tennis court and basketball court with player benches, installation of a fitness court with benches, and a partially shaded walking/jogging trail. Other park improvements include tree planting to increase the shade canopy across the park, turf reduction with drought-tolerant landscaping, and bioswales to increase groundwater retention. Pool improvements include replacing the existing wading pool with a recirculated, interactive water spray area. Fencing around the wading pool will be removed and a fence will divide the spray area from the main pool, keeping the water spray area free of charge for park users. The restrooms will be renovated and will include ADA accessibility.

 

The proposed action authorizes the City Manager, or his designee, to apply and execute the grant agreement if the grant is approved. Obtaining prior authorization to execute the grant agreement is a requirement of the grant program. Staff will subsequently seek authorization to establish the capital improvement project (CIP) once the grant is awarded.

 

Policy Considerations: Funding for this project would enhance recreational opportunities, meet ADA requirements, restore natural resources, and increase conservation efforts. This is consistent with the City’s General Plan goals in the areas of recreation and environmental resources. The project is also consistent with the Parks and Recreation Master Plan.

 

Economic Impacts:  Not applicable.

 

Environmental Considerations: This report concerns fiscal activities that do not constitute a "project" as defined by the California Environmental Quality Act Guidelines Section 15378(b).  Environmental review of the park improvement project will occur after the design plans have been developed and before construction is authorized. 

 

Sustainability: The project has been reviewed for consistency with the goals, policies, and targets of the City’s Sustainability Master Plan (SMP), the Parks and Recreation Sustainability Plan, and the 2035 General Plan. The project will advance the goals, policies, and targets of these plans by improving the health of residents through access to a diverse mix of wellness and recreation activities.

 

Commission/Committee Action: Not applicable.

 

Rationale for Recommendation: The recommended project meets all grant criteria and maximizes competitiveness based on the following criteria:

                     Serves a critically underserved community, as defined by the Statewide Park Development and Community Revitalization Program by having a critical lack of park space per 1,000 residents within a half-mile radius of the project site, and a median household income less than $51,026.

                     Meets the grant goals to restore natural resources, adapt to climate change/reduce greenhouse gas emissions, develop recreational opportunities, enhance water retention and conservation, provide workforce education and training, and increase accessibility.

 

Financial Considerations: The proposed grant application would provide State funds for the planned project. No matching funds are required.  While a local match is not required under the Statewide Park Development and Community Revitalization Program, certain project elements are not eligible for funding.  Improvements to the pool facilities at Cabrillo Park may be supplemented by the remaining funds in a CIP allocated to improve Cabrillo Pool (L19706063), and improvements to Cabrillo Park may be supplemented by park impact fees from developments in the surrounding community. Additionally, the project scope will be evaluated to determine if supplemental funds are needed.

 

Local Business Enterprise (LBE): Not applicable; no goods or services are being purchased with this action. The City’s LBE requirements will be applied to the construction project if local business preferences are allowed under the State grant agreement.
