Adopt a Resolution authorizing the City Manager or the City Manager’s designee to execute a Maintenance Agreement between the City of Sacramento and the County of Sacramento for the maintenance of transportation facilities along shared boundaries.

Description/Analysis

 

Issue Detail: The City and County share boundary lines and have ownership of various transportation facilities along those boundaries including bridges, roads, landscape areas, streetlights, signs, striping, markings, and traffic signals. Both agencies agree that a maintenance agreement is necessary to outline responsibilities for maintaining the joint transportation facilities. The proposed maintenance agreement assigns maintenance responsibility of assets in a fair and equitable manner. The assigned agency will perform normal routine maintenance on specific facilities as described in the agreement. A separate agreement will be required for work performed outside the scope of maintenance and operation of this agreement.

 

Policy Considerations: The action requested herein is consistent with how the City of Sacramento has administered maintenance of shared transportation facilities with other local agencies.

Environmental Considerations:

 

California Environmental Quality Act (CEQA): Approving an agreement is not considered a project as defined by Section 15378(a) of the California Environmental Quality Act guidelines. The recommended action involves no physical construction and has no potential to cause significant impact to the environment.

Rationale for Recommendation: Approval of the Agreement with the County of Sacramento documents specific responsibilities for the maintenance of transportation facilities that are shared between the agencies and will provide for more consistent and clear maintenance responsibilities.

 

Financial Considerations: Based on a balanced share of work, the agreement is structured so no funds shall be transferred between the agencies for conducting normal routine maintenance under this arrangement. A separate agreement will be required for all work performed on shared transportation facilities that affects both agencies and falls outside the scope of maintenance and operation of this agreement.

Background: The City and County of Sacramento share numerous boundary lines that often travel parallel and typically down the middle of existing roadway infrastructure. The City’s jurisdiction is located on one side of the roadway while the County’s jurisdiction is located on the other side. Both agencies agree that a maintenance agreement is necessary to outline responsibilities for maintaining the shared transportation facilities. The proposed maintenance agreement assigns maintenance and operation responsibilities to the following shared transportation facilities: bridges; guardrail; pavement; curb, gutter and sidewalk; roadside drainage ditches and cross-culverts; landscape, traffic signs; traffic striping and markings; traffic signals; and streetlights. The maintenance agreement assigns maintenance responsibility of assets to each agency in a fair and equitable manner. The agreement is structured so no funds are transferred between the agencies for performing maintenance based on a balanced share of work. A separate agreement will be required for all work performed on shared transportation facilities that affect both agencies and fall outside the scope of maintenance and operation of this agreement. The County Board of Supervisors approved the Maintenance Agreement on April 9, 2019.
