Description/Analysis

 

Issue Detail: In June 2019, as part of the Fiscal Year (FY) 2019/20 budget, the City Council set aside funds for certain youth programs, including $1,300,000. for the Sierra Health Foundation: Center for Health Program Management’s (“Center”) Youth Pop-Up & Economic Mobility Program through the end of calendar year 2019. On July 3, 2019, the City and the Grantee entered into a $99,000. grant agreement to provide weekly pop-ups until the City Council could consider this agreement at its July 23, 2019 meeting. This agreement reflects the balance of set aside funds totaling $1,201,000.

 

Youth pop-ups meet a critical need of providing Sacramento’s youth safe spaces to engage in fun weekend activities throughout the city. Friday and occasional Saturday night pop-ups offer a mix of activities designed for, but not limited to, 13-19 year olds; including recreation and sports, educational activities, dances, arts and crafts, and more. Some activities are designed for younger siblings and families as well. As a pilot, over 3,654 youth attended pop-up events between February and March 2019.

 

The Economic Mobility Program (EMP) is a new component that will serve in-school and out-of-school youth between the ages of 16 and 24. Using a workforce development curriculum, the Center will recruit youth for the EMP from pop-up events. Youth participants will earn a stipend while receiving training and work experience supporting pop-up events.

 

The Center draws upon Sierra Health Foundation’s more than 30 years’ experience as a grant maker in the social determinants of health field, by tapping into the Foundation’s administration, and finance infrastructure. The Center was founded by Sierra Health Foundation in 2012 as an independent 501(c)(3) nonprofit organization that is driven by the promise of equity for all by pursuing social, racial and economic inclusion in communities across California. Additionally, the Center incorporates learning communities into each of its initiatives. These experiences and background render the Center uniquely qualified to execute this program.

 

Policy Considerations:  The proposed action is consistent with the Council-approved Citywide Youth Development Plan and the Inclusive Economic & Community Development initiative.

 

The Sacramento City Code Section 4.04.020 and Council Rules of Procedure (Chapter 7, Section  E.2.d) mandate that unless waived by a 2/3 vote of the City Council, all labor agreements and all agreements greater than $1,000,000 shall be made available to the public at least ten (10) days prior to council action. This item was published for 10-day review on July 11, 2019 as required.

 

Economic Impacts: There is vast research demonstrating that investing in young people can have long-term impacts both on an individual’s future outcomes and on the public in the form of broader tax base.

 

Environmental Considerations: The recommendation in this report is not a project under the California Environmental Quality Act (CEQA) because it involves government fiscal activities that do not involve any commitment to a specific project which may result in a potentially significant physical impact on the environment, as contemplated by Section 15378(b)(4) of the CEQA Guidelines (Cal. Code Regs., tit. 14, §15000 et seq.), and is, therefore, not subject to CEQA pursuant to Section 15060(c)(3) of the CEQA Guidelines.

Rationale for Recommendation: Youth programs such as those described in this agreement, contribute to multiple goals outlined in the City of Sacramento Citywide Youth Development Plan and create safe spaces that encourage healthy development and linkages to additional resources, supports and opportunities for youth and their families that need it most.

 

Financial Considerations: There is sufficient funding available in the Youth Pop-Ups (I80190800) project budget to fund this agreement. Funding for this program was approved as part of the FY2019/20 Budget adopted on June 11th, 2019.
