Pass a Motion authorizing the City Manager or City Manager’s designee to execute a supplemental agreement to Contract No. 2015-1827 for janitorial services with Lincoln Training Center and Rehabilitation Workshop, increasing the not-to-exceed amount by $147,000, for a new not-to-exceed amount of $3,424,865.

Description/Analysis

 

Issue Detail: The City is currently under contract with Lincoln Training Center and Rehabilitation Workshop to provide janitorial services at various sites throughout the city. In February 2019, the Living Wage pay rate increased by 4.5%, affecting the wages to be paid to under the contract. Additionally, the City is expanding the contract to include the public restrooms at the Old Sacramento Waterfront and additional service at the Front Street Animal Shelter. Procurement Services is seeking Council approval to increase the not-to-exceed amount on the current contract by $147,000. This increase will cover the costs associated with the increase in wages and mandated benefits as required by the City's Living Wage Ordinance as well as the expansion of services. These increases will bring the total not-to-exceed amount to $3,424,865 for the remaining life of the contract.

 

Policy Considerations: The recommendations in this report are in accordance with the City standards for non-professional service agreements (City Code Section 3.56). 

 

Economic Impacts:  None.

 

Environmental Considerations:

 

California Environmental Quality Act (CEQA) The proposed activity is not a project pursuant to the California Environmental Quality Act (CEQA). CEQA Guidelines Section 15378(b)(2). The activity is a continuing administrative or maintenance activity, such as the purchases for supplies, personnel-related actions, general policy and procedure making and is not subject to CEQA. CEQA Guidelines Section 15060(c)(3).

 

Sustainability: The recommendations in this report are in accordance with the Sustainability Purchasing Policy (AP 4003).

 

Commission/Committee Action: Not applicable.

 

Rationale for Recommendation: The City’s Living Wage Ordinance applies to this contract for non-professional services. The contractor is mandated to pay the Living Wage to ensure that service providers are fairly compensated. The Living Wage pay rate increased by 4.5% on February 24, 2019. Staff is recommending that the contract be revised to reflect this change.

 

Financial Considerations: Departments will utilize their own operating budgets to pay for required janitorial services at their facilities.

 

Local Business Enterprise (LBE): Lincoln Training Center is an LBE.
