Description/Analysis

 

Issue Detail: In 2014, Midtown Street Lighting Phase I installed new ornamental streetlights on J Street between 20th Street and 27th Street. In 2017, Midtown Street Lighting Phase II installed new ornamental streetlights on 21st Street, 22nd Street, 23rd Street, 24th Street, and 25th Street between J Street and K Street.

 

The Midtown Street Lighting Phase III Project will expand pedestrian-level street lighting on 17th Street, 18th Street, and 19th Street between G Street and J Street. The improvements include new ornamental streetlights with energy-efficient LED lighting and new underground infrastructure. This project is funded with Community Development Block Grant (CDBG) funds administered by the Sacramento Housing and Redevelopment Agency (SHRA).

 

On April 23, 2019, City Council approved the award of the streetlight pole procurement contract for this project.

 

On April 29, 2019, the construction contract was advertised for the Midtown Street Lighting Phase III Project. On May 22, 2019, three bids were received for the construction contract. Pacific Excavation Inc. was found to be the lowest responsive and responsible bidder. Approval by the City Council is necessary to award the construction contract.

 

Policy Considerations: The action requested herein is consistent with City Code Title 3.56 and the City’s General Plan goals to provide aesthetically designed streetlights that provide sufficient illumination of sidewalks and provide a pleasant environment for walking that include elements such as pedestrian-scaled lighting fixtures.

 

Economic Impacts: This project is expected to create 1.59 total jobs (0.91 direct jobs and 0.68 jobs through indirect and induced activities) and create $245,596 in total economic output ($154,801 of direct output and another $90,795 of output through indirect and induced activities).

 

The indicated economic impacts are estimates calculated using a tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.

 

Environmental Considerations:

 

California Environmental Quality Act (CEQA)/National Environmental Protection Action Act (NEPA): The Community Development Department’s Environmental Services Division performed an environmental assessment review pursuant to the California Environmental Quality Act (CEQA). The CEQA review resulted in a Categorical Exemption. Due to the federal Community Development Block Grant funding on the project, the Sacramento Housing and Redevelopment Agency (SHRA) performed an assessment to satisfy the National Environmental Protection Act (NEPA).  The NEPA review determined that this project has no significant impacts on the environment.

 

Sustainability: This project is consistent with the General Plan goals to enhance the pedestrian and vehicular facilities in the public right-of-way and to improve active living and safety by establishing pedestrian connections between neighborhoods, centers, corridors, and transportation facilities.

Rationale for Recommendation: Rationale for Recommendation: The project was advertised for construction and the following three bids were received on May 22, 2019. The bids are summarized below:

The City Engineer’s estimate was $440,000.

 

Of the three bids received for the construction contract, Pacific Excavation Inc. was found to be the lowest responsive and responsible bidder. Pacific Excavation Inc. and St. Francis Electric are self-performing all of the work; therefore, the Good Faith Effort (GFE) for the Minority/Women-Owned Business Enterprise (M/WBE) requirements with CDBG funding does not apply. Lord’s Electric submitted a GFE and used one sub-contractor.

 

Staff recommends that the construction contract be awarded to the lowest responsive and responsible bidder, Pacific Excavation Inc.

 

Financial Considerations: The Midtown Street Lighting Phase III Project (T15175200) has a total budget of $846,248. Sufficient funding is available in the Midtown Street Lighting Phase III Project (T15175200) to execute the construction contract with Pacific Excavation Inc. for an amount not to exceed $397,769 and cover construction management costs.

 

There are no General Funds planned or allocated for this project.

 

Local Business Enterprise (LBE): This project is funded with CDBG funds. The LBE requirements are held in abeyance.
