Description/Analysis

 

Issue Detail:  Mr. Coffin will work with community center and neighborhood stakeholders to hear about their interests and discuss audience for the artwork.  The community has identified three main goals for the eventual sculpture design: monumental, representative, and inviting.  Mr. Coffin will use these goals and his stakeholder interactions to develop his design concept.   Mr. Coffin will likely design a single piece that will be experienced by both vehicular traffic off Meadowview Rd.Road and pedestrian interactions from outside the Pannell Community Center.   

 

Policy Considerations: The Sacramento Metropolitan Arts Commission (SMAC) is charged with providing for the nature, selection, and placement of artworks, subject to the City’s approval of the artwork purchase contracts. Pursuant to Sacramento City Code section 3.04.020 any agreement for the purchase, design, or fabrication of artwork that is more than $100,000 requires City Council approval.

 

Economic Impacts: None.

 

Environmental Considerations: Under the California Environmental Quality Act (CEQA), continuing administrative activities, such as what is recommended in this report, do not constitute a “project.” [CEQA Guidelines section 15378(b)(2)]

 

Sustainability: Not Applicable.

 

Commission/Committee Action: In accordance with City Code section 2.84.130, SMAC has the authority to provide for the nature, selection, and placement of Arts in Public Places (APP) artwork purchases.

 

Rationale for Recommendation: The Pannell Kinetic Art Project is a culmination of efforts from the District 8 Councilm Member’s office, the the Parks Department, the Pannell Community Center, and the Sacramento Metropolitan Arts CommissionYouth, Parks, and Community Enrichment Department, and the Sacramento Metropolitan Arts Commission.  On May 13, 2019, a panel of Ccity and community representatives selected Mr. Coffin as their its first choice to complete the project.  Mr. Coffin has stated he will be responsive to community and neighborhood input and involvement through the design process.  The artwork will be installed permanently on the grounds of the Pannell Community Center in Ssouth Sacramento.

 

Financial Considerations: $91,000283 of funds are available in APP Parks project number L19920400 coming from funds 2508 and 3204 with the remainingA budget adjustment of $40,000 is necessary to execute the Agreement with Zachary Coffin Studio Inc. and complete the kinetic art project. The  $40,000 is coming from the D8 Operating budgetfunds contributed by the Boys and& Girls Club of Greater Sacramento to Gifts to Share for District 8 community events and projectsUpon approval of the recommended budget adjustment, These funds are sufficientthere will be sufficient funding in the Plan Area 4 Art in Public Places Project (L19920400) to execute an Agreement with Zachary Coffin Studio Inc. in an amount not to exceed $110,000 and complete the project.
