Adopt a Resolution authorizing the City Manager or City Manager’s designee to: 1) apply for the FY2019 Hazard Mitigation Grant Program (HMGP) in the amount of $1,046,250 to be used for a total project not-to-exceed amount of $1,395,000 that includes a City match of $348,750; and if awarded, 2) execute all agreements and documents of compliance related to the grant on behalf of the City; 3) establish related revenue and expenditures budgets in an amount not to exceed $1,046,250 (Fund 6211), and 4) approve related budget transfers in the Drainage Improvement Program (W14150700) to reflect the grant match of up to $348,750.

Description/Analysis
Issue Detail: The City’s Department of Utilities (DOU) is seeking approval to apply for the FY2019 Hazard Mitigation Grant Program (HMGP) DR-404 in the amount of $1,046,250 for a project total not-to-exceed amount of $1,395,000, including a City match of $348,750. The HMGP is administered by the Federal Emergency Management Agency (FEMA) and requires a 25% local match of the total project costs with non-federal funding.
If the grant is awarded, the funds will be used for the installation of a 250KW generator, and associated electrical power redundancies for all critical areas of the North Area Corporation Yard (NACY) including the main office building which serves as an alternate Department Operations Center (DOC), the fleet maintenance shop, fuel island, dock area, and facility security gate. The NACY serves as a critical facility during large storms and high-water events.
Policy Considerations: Seeking external funding supports the City’s Local Hazard Mitigation Plan (LHMP) adopted by the City Council in May 2017. The City’s LHMP is part of FEMA’s Community Rating System (CRS) program, in which the City of Sacramento participates, to receive discounts on flood insurance and to be eligible for FEMA’s Pre-Disaster Mitigation and Hazard Mitigation Grant programs. Additionally, Council Resolution 2019-0248 requires City Council approval to enter into a grant agreement and appropriate funding when the agreement exceeds $100,000.
Economic Impacts: None
Environmental Considerations: The Community Development Department, Environmental Planning Services Division reviewed the proposed activity and determined that it is exempt from California Environmental Quality Act (CEQA) review under CEQA Guidelines Sections 15301(c) and 15303(d). The activity to obtain grant funding for the installation of a new generator and associated equipment at the existing NACY consists of the operation, and minor alteration of existing facilities and mechanical equipment including existing publicly owned utility services (15301(c)). The activity also consists of the construction and location of limited numbers of new small facilities including utility facilities (15303(d)).
Sustainability: The project is consistent with the City's Sustainability Master Plan goal by enabling the DOU to continue to provide flood control. The proposed project conforms to the Sacramento County LHMP goals. These projects minimize vulnerability to the impact of natural hazards, improve public awareness, improve the capabilities of the community, and assure conformance to Federal and State Hazard Mitigation Initiatives (page v-vi).

Rationale for Recommendation:
Without a backup generator, when an outage occurs, crews are forced to use headlights and flashlights to gather supplies and prepare flood fighting equipment. Additionally, when the alternate DOC is activated, a long-term power outage to the facility would severely impact staff's ability to respond to the disaster event. The installation of the Generator greatly improves the City’s response time in a disaster event.
Financial Considerations: Staff estimates the total project cost is not-to-exceed $1,395,000. The project cost will be funded by grant funding in the amount of $1,046,250 in addition to the City’s 25% local match of $348,750.
This project is a multi-department effort with the City’s 25% match being split according to the number of full-time employees (FTE) at the NACY Building. If the grant is awarded, staff recommends the following budget transfers to the Drainage Improvement Program (W14150700).

If awarded and upon completion, ongoing maintenance costs for the NACY Generator will be shared per the percentage split above.

Background: The construction of the proposed project will be conducted on the grounds of the NACY alternate DOC, therefore there will be limited impact to the adjacent area.
If received, the grant funds will be a critical offset to the department’s Storm Drainage Fund and would continue efforts to provide flood control, flood protection, and decrease property damages in the City, benefitting Sacramento residents who receive disaster response services following a flood or other hazard event.
The disaster response staff and the DOC staff would also benefit from having backup power at the alternate DOC as this would allow them to perform their disaster response duties. Specific emergency services that will benefit from the proposed project include: sandbag site for residents; Community Emergency Response Team (CERT) animal rescue; urban forest tree removal; hazmat drop-off location; post disaster debris storage; flood fighting activities; floodgate installation activities; levee patrol activities; operation & maintenance staff; Solid Waste truck storage; Public Works equipment storage; functioning fleet & machine shop; operational fueling station; and alternate DOC for DOU.
