Adopt a Resolution authorizing the City Manager, or the City Manager’s designee, to: 1) accept $153,752 in State Homeland Security Grant Program (SHSGP) funding from the Sacramento County Office Of Emergency Services (SacOES); 2) execute a grant agreement with SacOES in the amount of $153,752, which will expire December 31, 2020; 3) establish an operating grant (G11015818); and 4) establish the necessary operating grant expense and revenue budgets in the amount of $153,752.

Description/Analysis

 

Issue Detail: The Sacramento County Office of Emergency Services (SacOES) has awarded the Sacramento Police Department (SPD) $153,752 in Fiscal Year 2018 State Homeland Security Grant Program (SHSGP) funds via the United States Department of Homeland Security, Federal Emergency Management Agency. This funding will enable the SPD to purchase radio equipment for its specialty and aerial vehicles.

 

Policy Considerations: The recommendations contained in this report are consistent with: 1) Sacramento City Code Section 3.04.020, which requires city council approval for all income agreements that are greater than or equal to $100,000; and 2) Resolution 2019-0249, Paragraph 11.1 which requires city council approval to establish an operating grant equal to or greater than $100,000.

 

Economic Impacts: None.

 

Environmental Considerations: Not applicable.

 

California Environmental Quality Act (CEQA): This action is not subject to CEQA compliance because it is not considered a “project” as defined in the CEQA at Section 21065 of the California Public Resources Code.

 

Sustainability: Not applicable.

Rationale for Recommendation: The grant funds will allow the SPD to purchase radio equipment that will improve the SPD’s radio interoperability with other regional public safety agencies.  Regionally, radios function on a variety of bands including VHF Hi, VHF Low, UFH and 80-0 MHz in digital, analog, and encrypted configurations. These Project 25 (P25) radios meet the technical standards to ensure that SPD will be able to communicate with other local, state, and federal agencies during a critical, joint and/or regional emergency event.

 

Financial Considerations: No General Fund resources are required to support this action or project.
