Pass a Motion authorizing the City Manager or the City Manager's designee to execute an agreement with LexisNexis for one contracted analyst to perform crime analysis in an amount not to exceed $477,412 through June 30, 2020 with three optional one-year renewals.

Description/Analysis

Issue Detail: The Sacramento Police Department (SPD) relies upon meaningful, accurate crime analysis to ensure the success of its daily operations. In February 2018, the SPD issued Request for Proposals (RFP) No. P181100133103 for the crime analysis software and crime analyst consultants to meet the needs of analyzing crime trends, building crime pattern predictions, and formulating jurisdictional response strategies. Ultimately the department's needs were to procure only the crime analyst portion from the bid.

Policy Considerations: The recommendations contained in this report are consistent with Sacramento City Code section 3.56.090 which requires City Council approval for agreements where the expenditure equals or is greater than $100,000.

Economic Impact: None.

Environmental Considerations: Not applicable.

California Environmental Quality Act (CEQA): The proposed activity is not a project pursuant to the California Environmental Quality Act (CEQA). CEQA Guidelines Section 15378(b)(5). The activity is an organizational or administrative activity of governments that will not result in direct or indirect physical changes in the environment and is not subject to CEQA. CEQA Guidelines Section 15060(c)(3).
