Pass a Motion: 1) awarding five professional services agreements for on-call Environmental Documentation and Technical Studies for three years, each having a total amount not to exceed $400,000; and 2) authorizing the City Manager or the City Manager’s designee to execute three-year professional services agreements for on-call Environmental Documentation and Technical Studies with: a) AECOM Technical Services, Inc.; b) Ascent Environmental, Inc.; c) Dokken Engineering, Inc.; d) GPA Consulting; and e) NCE, for a not to exceed amount of $400,000 per agreement.

Description/Analysis

 

Issue Detail: Preparation of necessary environmental documentation for capital improvement projects is required to comply with the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA). Typically, staff in the Department of Public Works Engineering Services Division uses consultants for this activity in order to satisfy the multiple areas of technical expertise needed. Due to the number of federally-funded grant projects that will require environmental clearance, in October 2018, a solicitation for on-call Environmental Documentation and Technical Studies was advertised to competitively select consulting firms to prepare environmental documents for public works projects. This will increase efficiency over competitively soliciting environmental services for each project. This augmentation will ensure the City meets the regulatory requirements of NEPA and CEQA.

 

Policy Considerations: This is consistent with Chapter 3.64 of the Sacramento City Code and existing policy regarding professional service agreements for capital improvement projects.

 

Economic Impacts: None.

 

Environmental Considerations:

 

California Environmental Quality Act (CEQA): This action includes an administrative activity that is not considered a project under the CEQA Guidelines.

 

Sustainability: Establishing the contracts will equip City staff to implement projects consistent with City Council goals and directives. The subject projects will be consistent with Climate Action Plan goals of accommodating and promoting safe and convenient travel, improving traffic flow, optimizing the City’s transportation infrastructure, and encouraging the use of bicycle and pedestrian modes of travel.

Commission/Committee Action: None.

 

Rationale for Recommendation: A solicitation to provide professional services for Environmental Documentation and Technical Studies was advertised in October 2018. Eighteen (18) Statement of Qualifications (SOQ) were received. All SOQs were reviewed and scored by a panel composed of Public Works Staff. The SOQs were evaluated based on experience, qualifications, ability to provide services in a timely manner and the City’s local business policy. The following top ranked firms were selected to enter into a Professional Services Agreement: AECOM Technical Services, Inc., Ascent Environmental, Inc., Dokken Engineering, Inc., NCE, and GPA Consulting.

 

Financial Considerations: After execution of the contracts, services will be authorized on a time-and-materials basis by issuing a task order for individual projects based on available funding. Task orders issued and managed by staff will not exceed $100,000 per project. Any service exceeding $100,000 will be issued through a Supplemental Agreement approved by the City Manager. The aggregate cost of task orders for each consultant shall not exceed $400,000. The costs expended under these agreements will be paid for with capital improvement project funds allocated to the project requesting task order services.

 

Local Business Enterprise (LBE): AECOM Technical Services, Inc., Ascent Environmental, Inc., GPA Consulting, and NCE are LBEs. Per the City’s LBE preference requirements, the selection panel applied a 5% preference to the proposal scores of companies with LBE status. Though Dokken Engineering, Inc. did not receive the LBE preference points on their proposal, their overall proposal ranking still qualified their company for an on-call contract.
