Issue Detail: As part of the Sacramento Convention Center renovation and expansion project, the City of Sacramento Department of Public Works is requesting the vacation of a portion of an easement for public road and public utilities located on 13th Street between “J” & “K” Streets, adjacent to the Sacramento Convention Center. Said easement was granted to the City of Sacramento in 1998 from the Sacramento City Financing Authority, as shown in the document recorded in book 19981110 at page 189, Sacramento County records (19981110 O.R. 189). This proposed vacation encompasses an area of 2,360 square feet which includes the east 8.75 feet of the original 80-foot right of way of 13th Street. The approximate dimensions of the vacation are 270 feet by 8.75 feet. The approval of this vacation would allow for the City project renovations to continue unfettered. All utilities and relevant City divisions have been contacted and have indicated no objections.
Policy Considerations: The action recommended in this report is consistent with the Sacramento 2035 General Plan and in compliance with the California Streets and Highways Code Sections 8310-8325.

Environmental Considerations: On June 19, 2018, the City Council approved Resolution No. 2018-0252 certifying the Environmental Impact Report (EIR) and Mitigation Monitoring Plan for the SCC Renovation and Expansion Project.

Rationale for Recommendation: Approval of this vacation request will facilitate the expansion and renovation of the Sacramento Convention Center. City staff, along with various agencies, supports the vacation request.
Financial Considerations: Sufficient funding is available in the Convention Center Complex Renovation Project (M17100100) to vacate the portion of the public road and public utility easement to facilitate the expansion and renovation of the Sacramento Convention Center.
