Description/Analysis

 

Issue Detail: Council approval is required for approval of a three-year contract with CAL Inc. for trash and debris removal services. The Code Enforcement Division of the Community Development Department has an ongoing need for trash and debris removal services in order to provide services as specified in Title 8, the Health and Safety Code for the City of Sacramento. This service becomes necessary when a property is not in compliance with City Code and the property becomes over run with trash and debris. The accumulation of trash and debris on the property is not only a public nuisance but can also be deemed hazardous. Trash and debris removal services are required when the owner of the property fails to abate the trash and debris.

 

Policy Considerations:  The recommendations in this report are consistent with

Administrative Policy-4101 - Procurement of Non-Professional Services.

Rationale for Recommendation: Bids for trash and debris removal services were formally solicited on June 10, 2019 with a scheduled opening date of July 3, 2019 (EV00000017)).  The City only received one bid. CAL Inc. was the only responsive bidder. This service is essential to continue the Code Division’s business operations.

 

Financial Considerations: There is sufficient funding available in the Fiscal Year 2019/20 Community Development Department Operating Budget to support the projected expenditures. This contract has an annual amount of $125,000 with two optional one-year extensions, for a total not-to-exceed contract amount of $375,000. Funding for future fiscal years will be subject to available funding in the applicable fiscal year.
