Adopt a Resolution authorizing the City Manager, or Fire Chief as the City Manager’s designee, on behalf of the City of Sacramento, to execute Memorandums of Agreement (MOAs), as the sponsoring agency of a Department of Homeland Security/Federal Emergency Management Agency (DHS/FEMA), Urban Search and Rescue (US&R) team, California Task Force Seven (CA-TF7), with: 1) El Dorado Hills Fire Department; and 2) City of Woodland Fire Department, as Participating Agencies, for training and potential deployment to disasters per FEMA instruction.

Description/Analysis

 

Issue Detail: This report recommends the authorization of the City Manager, or the Fire Chief as the City Manager’s designee, to execute Memorandums of Agreement (MOAs) with Participating Agencies and Affiliated Personnel for the purpose of member participation in task force activities. These MOAs establish legal relationships between the City, as the sponsoring agency for California Task Force Seven (CA-TF7), Urban Search and Rescue (US&R) Task Force, and other agencies and individuals for reimbursement of task force related expenditures with federal funds.

 

CA-TF7 member positions are comprised of members of the City of Sacramento Fire Department, as well as other Participating Agencies and Affiliated Personnel. These positions operate under the management of the CA-TF7 program office and are responsible for participating in training activities with the intention of being prepared for deployment scenarios as instructed by the Department of Homeland Security/Federal Emergency Management Agency (DHS/FEMA).

 

Policy Considerations: Authorizing the acceptance of these MOAs for Participating Agencies and Affiliated Personnel is consistent with prior council decisions supporting participation in local, statewide and national disaster assistance programs.

 

Economic Impacts:  None

 

Environmental Considerations: The proposed activity is not a project pursuant to the California Environmental Quality Act (CEQA). CEQA Guidelines Section 15378(b)(2). The activity is a continuing administrative or maintenance activity, such as the purchases for supplies, personnel-related actions, general policy and procedure making and is not subject to CEQA. CEQA Guidelines Section 15060(c)(3).

 

Sustainability: There are no sustainability considerations applicable to the approval of these MOAs for Participating Agencies and Affiliated Personnel, for the purpose of member participation in DHS/FEMA US&R task force activities.

 

Commission/Committee Action: None

 

Rationale for Recommendation: The City of Sacramento Fire Department represents the City as the sponsoring agency of the CA-TF7 US&R Team, and is responsible for managing annual cooperative agreements for the purpose of organizing, equipping, maintaining the specialized equipment cache; training task force personnel; and mobilizing the team upon DHS/FEMA activation.

 

This report requests the authorization of the City Manager, or the Fire Chief as the City Manager’s designee, to execute the recommended MOAs with El Dorado Hills Fire Department and City of Woodland Fire Department.

 

Financial Considerations: This report does not require any new funding from FEMA or the City’s General Fund. As the sponsoring agency, the City of Sacramento incurs operational and deployment costs related to the CA-TF7 US&R team. Costs associated with these MOAs are reimbursed by DHS/FEMA through an annual operational grant (Fund 2702).
