Recommendation

Adopt a Resolution: 1) confirming the Mayor's appointment of Councilmembers to Council standing committees, and various regional authorities, agencies, commissions, and committees for the remainder of the calendar year 2019 to add appointments to the Stadium Area Enhanced Infrastructure Financing District Public Financing Authority; and 2) rescinding Resolution No. 2019-0118.

Description/Analysis

 

Issue Detail: On April 23, 2019, City Council adopted Resolution No. 2019-0118 adjusting the number of Councilmembers on the Personnel and Public Employees Committee from four members to three members.

 

On July 23, 2019, City Council adopted Resolution No. 2019-0282 that included establishing the Stadium Area Enhanced Infrastructure Financing District Public Financing Authority as the governing board of the Stadium Area Enhanced Infrastructure Financing District.  On July 23, 2019, the Mayor also announced the appointments of Councilmembers Harris, Guerra and Jennings to the Stadium Area Enhanced Infrastructure Financing District Public Financing Authority.  Exhibit A attached to the Resolution adds Stadium Area Enhanced Infrastructure Financing District Public Financing Authority to the official Mayoral Appointment Roster.

 

Policy Considerations: This action is consistent with Chapter 12 of the Council Rules of Procedure and is made on an annual basis or when circumstances require a new or replacement appointee. The appointments must be confirmed by a majority vote of the City Council.

 

Economic Impacts:  None.

 

Environmental Considerations:

 

California Environmental Quality Act (CEQA): Under the California Environmental Quality Act (CEQA) guidelines, continuing administrative activities do not constitute a project and are therefore exempt from review.

 

Sustainability: Not applicable.

 

Commission/Committee Action: Not applicable.

 

Rationale for Recommendation: Each year, or as needed, the Mayor appoints Councilmembers to serve on Council standing committees, and the various regional authorities, agencies, commissions and committees. This recommendation is consistent with that practice and is for the remainder of the 2019 calendar year.

 

Financial Considerations: None.
