Description/Analysis
Issue Detail: On-Call Master Services Agreements are used to supplement City inspection staff to provide for the timely inspection of capital improvement projects, encroachment permits, and private development projects during periods of peak workload. These services include street resurfacing, park improvements, SMUD, PG&E, and AT&T constructed public utility rehabilitations, and monitoring encroachment permits for a new fiber installation covering 170 miles and over 300 installations of fourth-generation (4G) and fifth-generation (5G) small cell towers anticipated to be constructed through 2019. Consultants can provide the needed services on short notice through individual task orders within an on-call agreement.
Staff seeks to increase the amount of the agreement with Salaber Associates, Inc. by $500,000 to address unanticipated increases in private development, public utility required maintenance of existing facilities, and the continued 4G/5G small cell and fiber deployments within the City.
Policy Considerations: The action requested supports sustainable budget goals to address peak workload needs without adding permanent City employees and is consistent with Chapter 3.64 of the Sacramento City Code and existing policy regarding professional service agreements for capital improvement projects.

Environmental Considerations:
California Environmental Quality Act (CEQA): The approval of supplemental agreements are not considered a project as defined by Section 15378 of the California Environmental Quality Act guidelines. The recommended action involves no physical construction and has no potential to cause a significant impact to the environment.
Sustainability: The approval of on-call consultant services supplemental agreements ensures the City’s ability to provide timely inspections of construction activities within the City right-of-way during periods of peak workload.

Rationale for Recommendation: Approval of Supplemental Agreement No. 4 to City Agreement No. 2017-0450 with Salaber Associates, Inc. for an additional $500,000 is necessary to provide for continued timely inspection of capital improvement projects, private development projects, and encroachment permits during peak activity.
On-call agreements provide a mechanism to ensure a sustainable work force, are an efficient way to manage an extremely large number of inspections on permits and small projects and provide for timely inspections of all projects.
Financial Considerations: Services received under this supplemental agreement are authorized on a time-and-materials basis by issuing task orders for individual projects based on available project funding. This supplemental agreement increases the authorized not-to-exceed amount for Salaber Associates, Inc. by $500,000, for a new total not-to-exceed amount of $3.1 million. The costs expended under this agreement will be paid for with development project fees, encroachment permit fees, or capital improvement project funds allocated to the project requesting task order services.
