Description/Analysis

Issue Detail: The Department of Youth, Parks, & Community Enrichment recommends rejecting the bids for the River Otter Park Basketball Court Project. The solicitation of bids for this project was issued and three bids were received on July 10, 2019 (Bid #B20191121001). The bids from B&M Builders, Inc., Olympic Land Construction, and Saenz Landscape Construction Company all exceeded the engineers estimate and project budget. The engineers estimate for the base bid improvements for this project was $80,500. The low base bid received from B&M Builders, Inc. was $147,647. The bid from B&M Builders, Inc. is substantially higher than the engineers estimate and the current project budget of $100,000. As a result of the high bids, staff has redesigned the project and reduced the scope of the project so the cost will be within the allocated budget.

The scope of the project includes installation of a new half basketball court, walkway, irrigation modifications and a bench. The project will be rebid and will start construction in early Fall 2019.

Policy Considerations: The action requested is required under City Code Chapter 3.60, for City Council approval to reject bids for contracts of $100,000 or more.
