Description/Analysis

Issue Detail: The City of Sacramento has been working in partnership with wireless telecommunications service providers to modernize infrastructure throughout the City. A modern wireless infrastructure can improve the City's ability to deliver effective services to the community, help carriers meet the demands of their cellular and internet customers, and spur economic development by attracting people and companies that rely on advancements in wireless telecommunications technology.

New networks such as 4G and 5G can offer a significant improvement in capacity and speed that can be utilized for things like advanced computing, autonomous vehicles, and smart cities technologies.

Local governments have limited control over the development of wireless facilities. Federal, through the Federal Communications Commission (FCC), and state laws and regulations mostly preempt local authority. To date, the City has worked to streamline telecommunications development within the City.

In response to community concerns regarding the health and safety of 5G in the City, the following steps have been taken to provide clarity to the council and community regarding the status of wireless development.

* Review of City's authority to regulate wireless development
* Review of actions taken by other Cities
* Pocket/Greenhaven pilot study conducted to confirm installed devices meet FCC compliance requirements
* Expert consulted to review site permits, site measurements, analyze results
