Description/Analysis
Issue Detail: On June 11, 2019, City Council approved funding of $609,000 for Fairytale Town in the City’s Fiscal Year (FY) 2019/20 Approved Budget (Resolution No. 2019-0248) as a part of the Inclusive Economic Development Framework. The purpose of the funding is twofold: $600,000 to support Fairytale Town’s half-acre expansion through capital improvement projects, and $9,000 to bring Pop-Up Adventure Play Days to all eight Council districts. Staff recommends that the City Council approve the proposed grant agreement between the City and Fairytale Town, Inc., for a total not-to-exceed amount of $609,000.
Policy Considerations: The proposed action supports the City’s General Plan Goal ERC 4.1 to provide a diversity of arts and cultural facilities and programs for people of all ages to improve knowledge of Sacramento’s history, enhance quality of life, and enrich community culture, and policies that encourage partnerships with organizations to support cultural educational activities and programming, children’s programming, and reinvestment in City facilities.

Rationale for Recommendation: The $609,000 in funding for Fairytale Town was approved by the City Council as part of the FY2019/20 Approved Budget. The purpose of the funding is twofold:
• $600,000 to support Fairytale Town’s half-acre expansion through capital improvement projects, to include a story center activity building, an admissions building, and numerous outdoor improvements. The story center activity building includes a children’s indoor play activity and exhibit areas, a meeting room, and storage rooms. The admissions building includes box offices, administration offices, and gender-neutral restrooms. Outdoor improvements include lighting, outdoor learning areas, and accessible paths of travel. This funding represents ten percent of the total project budget and leverages additional capital campaign funding.
• $9,000 to bring two free Pop-Up Adventure Play Days to each City Council district in FY2019/20. Pop-Up Adventure Play Days are an outgrowth of Fairytale Town’s Sacramento Adventure Playground, opened in 2016, and located at the Maple Community Center. The Sacramento Adventure Playground is an after-school youth development program which furthers Fairytale Town’s commitment to expanding its outreach and encourage the play movement in the Sacramento community.
Financial Considerations: Sufficient funding is available (General Fund, Fund 1001) in the Fairytale Town Expansion Multi-Year Operating Project (I17006100) to execute the Grant Agreement with Fairytale Town, Inc. in an amount not to exceed $609,000.
