Description/Analysis

 

Issue Detail: The Department of Youth, Parks, & Community Enrichment is seeking approval to award a contract to Saenz Landscape Construction Co. for the Robla, Winner’s Circle and Strawberry Manor Park Improvement Project. Saenz Landscape Construction was the low bidder and the contract amount is $290,762. The project included work at three parks: Robla Community Park, Winner’s Circle Park and Strawberry Manor Park.

 

Robla Community Park is an 8-acre community park at 625 Bell Street. The improvements will consist of accessible swing seats, sand play area improvements, bench, trash receptacles, picnic tables, basketball court and parking lot striping, tree planting, and irrigation improvements. 

 

Winner’s Circle Park is a 0.84-acre neighborhood park located at 2415 Evergreen Street. The improvements will consist of playground improvements, fabric shade canopy over the playground structure, benches, trash receptacles and picnic tables, basketball court striping, tree planting, and irrigation improvements.

 

Strawberry Manor Park is a 1.38-acre neighborhood park located at 200 Danville Way.  The improvements will consist of replacing the existing benches, picnic tables, fitness equipment and one valve box lid.

 

Construction is expected to be completed by year end 2019.

 

Policy Considerations: City Code Chapter 3.60 provides that City Council approval is required to enter into construction agreements over $100,000.

 

Providing parks and recreation facilities is consistent with the City’s strategic plan to enhance livability in Sacramento’s neighborhoods by expanding park, recreation and trail facilities throughout the City.

 

Economic Impacts: The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.

 

The park construction project in the amount of $290,762 is expected to create 1.16 job (0.67 direct job and 0.49 indirect job through indirect and induced activities). Furthermore, it will create $179,545 in total economic output ($113,169 of direct output and $66,376 of output through indirect and induced activities).

 

Environmental Considerations: The proposed project is exempt from environmental review under California Environmental Quality Act Guidelines Sections 15301 and 15303. The project consists of the operations, repair and minor alterations of existing public facilities, mechanical equipment and topographic features (City Parks) and construction of small structures. 

 

Sustainability: The park improvements are consistent with sustainable design using recycled materials and local suppliers.

Rationale for Recommendation: The formal bidding process for the Robla, Winner’s Circle and Strawberry Manor Park Improvement Project was posted in accordance with City Code 3.60 and Administrative Policy AP-4002. The bids were opened on July 24, 2019. Staff received two bids and the results are listed below:

The engineer’s estimate for the base bid was $202,121 and $75,598 for all the additive alternates, for a total amount of $274,719.

 

The low bidder was determined on the base bid plus all additive alternates.

 

Pursuant to City Code Sections 3.60.020 and 3.60.360 E, it was determined that Saenz Landscape Construction Co. offered the lowest responsive bid and is a responsible bidder. The contract award is for the base bid plus additive alternates in the amount of $290,762.

 

Financial Considerations: The total project cost includes the base $246,219 bid plus additive alternates, in the amount of $44,543 for the replacement of benches, tables, and fitness equipment at Strawberry Manor Park for a total contract amount of $290,762.

 

There is sufficient funding in L19108300 to award the contract. 

 

This is an existing park; the annual maintenance and utilities costs are covered in the

Department of Youth, Parks, & Community Enrichment’s operating budget for maintenance, water, and utility costs.

 

Local Business Enterprise (LBE): Saenz Landscape Construction Co. exceeded the 5% LBE participation requirement.
