Pass a Motion: 1) authorizing the City Manager or the City Manager’s designee to execute Change Order No. 2 to Contract No. 2019-0277 with Green Energy Construction dba Green Energy Products for the Lighting Energy Efficiency Upgrades Phase 2 Project, in an amount not to exceed $26,621, for a revised total contract amount not to exceed $394,503; 2) ratifying Change Order No. 1 to Contract No. 2019-0277 with Green Energy Construction in the amount of $32,737 executed under City Manager authority; and 3) resetting the City Manager’s authority to issue change orders.

Description/Analysis

 

Issue Detail: The Phase 2 Lighting Energy Efficiency Upgrades consist of replacing the existing lighting sources with LED lamps and fixtures for all interior and exterior lighting at certain identified City facilities. Although upgrades at the Martin Luther King Jr. Library (located at 7340 24th Street Bypass) were identified when the City Council initially approved the project on April 20, 2018, additional necessary lighting upgrades were recently identified by the Department of Public Works, Facilities and Real Property Management Division.  In addition, the exterior lighting fixtures at the North Natomas Library (located at 4660 Via Ingoglia) were unable to be upgraded and had to be replaced with new fixtures. To account for the cost associated with these two project changes, City staff recommends that City Council authorize a change order to the Green Energy Construction contract in the amount of $26,621.

 

Policy Considerations: The recommendation in this report is in accordance with the provisions of City Code Chapter 3.60.

 

Economic Impacts:  Change Order No. 2 is expected to create 0.20 jobs (0.13 direct job and 0.07 jobs through indirect and induced activities) and create $25,996 in total economic output ($16,664 of direct output and another $9,332 of output in indirect and induced activities).

 

The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.

 

Environmental Considerations:  The action is exempt from review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines section 15302. The action consists of the replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced. The action involves replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity.

 

The recommended project is covered by the above-mentioned exemption because the project

involves replacement of existing light fixtures at City facilities, and the new light fixtures will be

located at the same site as the replaced fixtures and have substantially the same purpose and

capacity as the replaced fixtures.

 

Sustainability: Retrofits to existing facilities are the primary strategy to meet energy reduction targets for existing City buildings. The recommendations in this report will continue progress toward the City’s goal of reducing greenhouse gas emissions from internal operations 22 percent by 2020, as established in General Plan Policy 6.1.6 (Environmental Resources) and the City’s Climate Action Plan for Internal Operations (Motion No. 2016-0178).

Rationale for Recommendation: On April 10, 2018, City Council adopted Motion No. 2018-0095 suspending competitive bidding, authorizing the participation in the Sacramento Municipal Utilities District (SMUD) Complete Energy Solution (CES) program administered by Ecology Action and directing staff to return with an agreement with one of the program contractors. The contract change order described in this report relates o Phase 2 of this program.  Green Energy Construction dba Green Energy Products is a program contractor. The proposed change order is in accordance with the fixed program pricing.

 

Financial Considerations: Sufficient funding is available in the Energy Reinvestment Program (C13001900) to execute Change Order No. 2 to Contract No. 2019-0277 in an amount not to exceed $26,621, for a revised new total contract amount not to exceed $394,503, cover the remaining Phase 2 costs, and complete the remaining Phase 3.
