Pass a Motion authorizing the City Manager or the City Manager’s designee to execute Supplemental Agreement No. 2 to City Agreement No. 2015-1888 with Downtown Sacramento Partnership (“DSP”) for Old Sacramento Historic District Management Services in an amount not to exceed $125,000 for a total contract not-to-exceed amount of $1,245,000.

Description/Analysis

 

Issue Detail: Downtown Sacramento Partnership (“DSP”) has been providing management services for the Old Sacramento Historic District since 2015 through City Agreement No. 2015-1888, with an initial not to exceed contract amount of $1,050,000.  In 2017, the City approved Supplemental Agreement No. 1 which increased funding by $70,000 to provide additional financial support for the Gold Rush Days event (now Waterfront Days) for a revised not to exceed contract amount of $1,120,000.

 

Supplemental Agreement No. 2 will increase funding by $125,000 for the final year of the contract through June 30, 2020 for a   not to exceed amount of $1,245,000, to support additional events throughout the year and for general marketing and beautification in the Old Sacramento Historic District. 

 

Policy Considerations: City Code section 3.56.290 requires Council approval for change orders that exceed 8% of the original agreement amount when the amount is between $1 million and $10 million.  The sum of Supplemental Agreement No. 1 and the proposed Supplemental Agreement No. 2 ($195,000) exceed the 8% threshold of $84,000 for this Agreement.

 

Economic Impacts:  None

 

Environmental Considerations: The proposed activity is not a project pursuant to the California Environmental Quality Act (CEQA). CEQA Guidelines Section 15378(b)(2). The activity is a continuing administrative or maintenance activity and is not subject to CEQA. CEQA Guidelines Section 15060(c)(3).

Rationale for Recommendation: DSP has been providing management services for the Old Sacramento Historic District through City Agreement No. 2015-1888.  Management services include facilitating the Old Sacramento Advisory Committee (“OSAC”) of property owners, merchants, City, State, and other stakeholders; acting as the liaison for the City, visitors, property owners, stakeholders and merchants in the area; producing and managing special events and logistical assistance to other event organizers; managing the horse-drawn vehicle operations; and monitoring physical conditions and public safety in the area.  .

 

The proposed Supplemental Agreement No. 2 will increase funding by $125,000 for the final year of the contract through June 30, 2020, to support additional events throughout the year and for general marketing and beautification. The additional events will include seasonal programming such as outdoor dancing, yoga classes, and holiday events. DSP will be primarily responsible for providing services to oversee and manage the vendors, staff, and marketing for these events. These services and events are set forth in more detail in Attachment 1 to the proposed Supplement Agreement No. 2. 

 

Financial Considerations:  Supplemental Agreement No. 2 will increase the contract total by $125,000 for a new not to exceed contract amount of $1,245,000 in order to provide the additional events and services through June 30, 2020. Sufficient funding is available in the Citywide and Community Support Fiscal Year 2019/20 Approved Budget to execute Supplemental Agreement No. 2 to City Agreement No. 2015-1888.
