Pass a Motion authorizing the City Manager, or the City Manager’s designee, to execute agreements with: 1)  Harris Blade Rentals in the amount of $160,634; 2) Holt of California in the amount of $147,092; and 3) I-5 Rentals in the amount of $60,255 for short-term rental of heavy equipment required for the Lower American River Salmonid Spawning Gravel Augmentation Project, being administered by the City-County Office of Metropolitan Water Planning (CCOMWP, also known as the Water Forum)

Description/Analysis

 

Issue Detail: The CCOMWP has partnered with the U.S. Fish and Wildlife (USFWS) and U.S. Bureau of Reclamation (Reclamation) on the Lower American River Salmonid Spawning Gravel Augmentation Project (G14140200) (Project) since 2006. The purpose of the Project is to increase the availability of spawning gravel and rearing habitat for the fall-run Chinook salmon and steelhead trout in the lower American River. Staff recommends approval of three agreements for rental of equipment required for the Project.

 

Policy Considerations: This Project will aid fish habitat restoration efforts for the lower American River, consistent with goals of the Water Forum Agreement. Pursuant to the Interagency Agreement that created the CCOMWP, the City‘s procedures are followed for CCOMWP contracting activities.

 

Economic Impacts:  None.

 

Environmental Considerations:

 

California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA): The Project is subject to review pursuant to both CEQA and NEPA. Reclamation is responsible for the NEPA review. Reclamation prepared a Finding of No Significant Impact (FONSI) for the Project. The NEPA review process does not require action by the City.

 

An Environmental Assessment / Initial Study and Mitigated Negative Declaration (EA/MND) was completed for this project and adopted by City Council on 8/20/2019 under resolution number 2019-0329. The Project initial study identified potentially significant effects of the Project. Revisions to the Project made by or agreed to by the Project applicant before the proposed mitigated negative declaration and initial study were released for public review were determined to avoid or reduce the potentially significant effects to a less than significant level, and, therefore, there was no substantial evidence that the Project as revised and conditioned would have a significant effect on the environment. A Mitigated Negative Declaration (MND) for the Project was then completed, noticed and circulated in accordance with the requirements of the California Environmental Quality Act (CEQA).

 

The current project is consistent with and is an implementing component of the approved project for which the EA/MND was adopted, and the analysis of impacts and mitigation in the EA/MND is adequate for the current project. None of the circumstances set forth in CEQA Guidelines Section 15162 are present and the EA/MND and Mitigation Monitoring Plan (MMP) are adequate to identify potential effects and mitigation measures for the project. No further environmental review is required.

Sustainability: Implementation of Projects in the lower American River that are more protective of fisheries and aquatic resources is a fundamental element of the Water Forum Agreement, which is supported by the City’s General Plan Goals, specifically Natural and Open Space Protection (E.R. 2.1).

Rationale for Recommendation: On July 16, 2019, CCOMWP issued bid number EV00000024 for short-term rental of heavy equipment and gravel screening and washing equipment. Three bids were received; two bidders chose not to bid on all items. The lowest bidders on each piece of equipment are identified in the table below.

 

 

 

BID RESULTS

 

 

Financial Considerations: The total amount of the three agreements is $367,981. There are sufficient resources in the Habitat Management Element Funds (Fund 7104) in the Lower American River Salmonid Spawning Gravel Augmentation Project (G14140100) to cover the cost of the contracts.

 

This project has no impact on the City’s General Fund.

 

Local Business Enterprise (LBE): The minimum LBE participation requirement was waived by the Executive Director of CCOMWP due to the use of federal funds on the project.
