Description/Analysis

Issue Detail: The Sacramento County Grand Jury 2018-2019 Report included an assessment of the regional response to homelessness in Sacramento County, included as Attachment 2 to this report. In their report, the Grand Jury initially found that "leaders and workers" in the public and private sectors have "demonstrated an impressive level of both dedication and competence in assisting and supporting the County's homeless population." However, the grand jury also indicated its belief that the regional response to homelessness would be enhanced by the adoption of a formal organizational model, the goal of which would be to ensure the most effective and efficient use of critical resources available for that purpose, and recommended that organizations working to address homelessness adopt such a model. The proposed response letter, included as Attachment 3 to this report, both acknowledges the usefulness of the type of organizational model suggested by the Grand Jury, and indicates the City's willingness to work with appropriate agencies, public and private, for its creation.

Policy Considerations: The Grand Jury is an arm of the Sacramento County Superior Court and is considered part of the judicial branch of government. Penal Code Sections 933 and 933.05 require that ...
