Pass a Motion authorizing the City Manager or the City Manager’s designee to execute two professional service agreements for the North Natomas Community Center and Aquatic Complex (NNCCAC) Project: 1) construction management agreement with 4Leaf, Inc. for a not-to-exceed amount of $851,360; and 2) Division of State Architect inspection services agreement with Tricorp Group, Inc. for a not-to-exceed amount of $556,240.

Description/Analysis

 

Issue Detail: Staff in the Facilities and Real Property Management Division of Public Works are seeking City Council approval of professional service agreements with 4Leaf, Inc. and Tricorp Group, Inc. to ensure proper management of the NNCCAC construction project. 4Leaf Inc. construction management services will ensure that construction of the NNCCAC project complies with the permitted plans and specifications and remains on schedule and budget. Tricorp Group Inc. will provide Division of State Architect (DSA) inspections for the portion of the NNCCAC project funded by the Natomas Unified School District (NUSD), as required by DSA.

 

Policy Considerations: City Council approval is required for professional service agreements of $100,000 or more per City Code 3.64.

 

Economic Impacts:  Not applicable.

 

Environmental Considerations:

 

California Environmental Quality Act (CEQA): This report concerns administrative activities that do not constitute a “project” as defined by the CEQA Guidelines Sections 15378(b)(2) and 15378(b)(4) and are not subject to the provisions of CEQA per CEQA Guidelines15060(c)(3)).

 

Regarding the NNCCAC project, City Council adopted a Mitigated Negative Declaration and a Mitigation Monitoring Program on June 7, 2018 for the North Natomas Regional and Community Park Master Plan Amendment and Community Center and Aquatics Complex Project (Resolution No. 2018-0215).

Rationale for Recommendation: On April 26, 2019, the City issued a Request for Qualifications (RFQ) for the NNCCAC Construction Management and DSA Inspector of Record services. A total of three firms submitted responses for the two services requested.  A selection committee reviewed the qualifications. 4Leaf, Inc. and Tri Corp Group, Inc. submitted for both Construction Management and DSA Inspector of Record.  Cumming Construction Management, Inc. submitted a proposal for construct management services only.  Committee members selected firms by scoring each based upon criteria that was identified in the RFQ, then all three firms were given the opportunity to interview with the panel members. 4Leaf, Inc. was chosen as the top-ranked construction management firm and Tricorp Group, Inc. was chosen as the top-ranked DSA inspection services firm, and these two firms are thus recommended for agreement award.

 

Financial Considerations: Sufficient funds are available in the NNCCAC Project (L19140410) to execute professional service agreements with 4Leaf, Inc. for a not-to-exceed amount of $851,360 and with Tricorp Group, Inc. for a not-to-exceed amount of $556,240.
