Description/Analysis

Issue Detail:  In June 2019, the Department of Information Technology (IT) issued Request for Proposal (RFP) Bid No. EV00000030 for the procurement of Modular Video Surveillance Cameras.  During the evaluation phase, staff believes that it is in the best interests of the City to expand the scope beyond video surveillance camera modular units and should include a more comprehensive approach to supporting video surveillance and closed-circuit camera systems throughout the City.  For these reasons, staff is recommending that City Council reject all proposals, in the best interest of the City, so that a more complete RFP can be issued.

Policy Considerations: Per City Code 3.72.110, City Council action is required to reject bids received for a contract.

Economic Impacts: None

Environmental Considerations:

California Environmental Quality Act (CEQA): This report concerns administrative activities that will not have a significant effect on the environment, and does not constitute a “project” as defined by the California Environmental Quality Act (CEQA) [CEQA Guidelines Section 15061 (b) (3); 15378 (b) (2)].

Sustainability: Not applicable.

Commission/Committee Action: Not applicable.

Rationale for Recommendation: The department solicited proposals for modular video surveillance camera services to receive the most advantageous price for the City. During the proposal evaluation phase, staff realized that the intended scope of the project needed to be expanded to encompass a more comprehensive approach to managing all the city’s video surveillance camera requirements.  Rejection of all bids will allow staff to re-bid and gain an improved and more comprehensive bid evaluation for video surveillance and closed-circuit camera services.

Financial Considerations:  Rejecting all bids will have no impact on department operating budgets.

Local Business Enterprise (LBE): Not applicable.
