Description/Analysis

 

Issue Detail: The Sacramento Community Police Review Commission (Police Commission) currently has three active Ad Hoc Committees: 1) Use of Body Worn Camera Ad Hoc; 2) Use of Force Ad Hoc; and 3) Mental Health Ad Hoc.  At least annually, the Police Commission is to report and make recommendations to the mayor and the city council regarding the activities of the Police Commission and the Sacramento Police Department’s efforts to strengthen bias-free policing and community-police relations. The purpose of this item is to discuss recommendations from the Ad Hoc Committees.

 

Policy Considerations: On November 29, 2016, City Council adopted ordinance No. 2016-0055, establishing the Sacramento Community Police Review Commission (Police Commission) for the following purposes:

 

A.                     Providing community participation in reviewing and recommending police department policies, practices, and procedures; and

B.                         Monitoring the implementation, evaluation, and sustainability of city policing initiatives and programs

 

On January 22, 2019, City Council adopted Resolution No. 2019-0018 directing the Police Commission to:

 

1)                     Focus its efforts for the 2019 calendar year to evaluate and engage the community concerning the City of Sacramento Police Department’s Use of Force Policy, current ad hoc on police engagement of the mentally ill community, and Body Worn Camera program, with the intent to enhance community relations and improve accountability and transparency of the Sacramento Police Department. Such evaluation shall, at a minimum, include an analysis of the program’s policies and procedures, any community concerns, and police officer feedback to determine the effectiveness of this program and any need for improvement;

 

2)                     Continue to engage the community on a regular basis, in order for the community to be well informed about the Commission and its work. Staff will continue to assist the Commission with outreach efforts to gain community inputs and feedback; and

 

3)                     Provide a report and a present of its conclusions and recommendations about the City of Sacramento Police Department’s Use of Force Policy, current ad hoc on police engagement of the mentally ill community, and Body Worn Camera program and community concerns to the Mayor and City Council on or before December 10, 2019.

Rationale for Recommendation: The Police Commission shall advise and make recommendations to the city council regarding police policy, procedures, and best practices, including those related to community relations, hiring, and training best practices and at least annually, to report and make recommendations to the mayor and the city council regarding the activities of the Police Commission and the Sacramento Police Department’s efforts to strengthen bias-free policing and community-police relations.
