Adopt a Resolution by two-thirds vote: 1) suspending competitive bidding allowing for the selection of a shelter operator, under a competitive RFP process, using selection criteria in which pricing is not the sole determiner for award; 2) waiving Sacramento City Code Section 4.04.020 and Council Rules of Procedure (Chapter 7, Section  E.2.d) mandating that unless waived by a 2/3 vote of the City Council, all labor agreements and all agreements greater than $1,000,000 shall be made available to the public at least ten (10) days prior to council action; 3) authorizing the City Manager or City Manager’s designee to execute an agreement with Sacramento Self Help Housing for an amount not to exceed $1,814,320; 4) authorizing the City Manager or City Manager’s designee to execute a Memorandum of Understanding with Blue Cross of California Partnership Plan, INC (Anthem) for City’s receipt of funding in the amount of $400,000; and 5) authorizing the City Manager or City Manager’s designee to increase the revenue and expenditure budget in the Homeless Housing Initiative Program (I02000200) by $790,000 in the Externally Funded Program (Fund 2703), upon receipt of $400,000 from Anthem and $390,000 from Dignity Health.

Description/Analysis

 

Issue Detail: Homelessness is an issue that impacts communities without regard to geographic or political boundaries and for which there is no single answer or approach. The 2019 Homeless Point-in-Time Count, published by Sacramento Steps Forward (SSF) for the Sacramento Continuum of Care (CoC), suggests that on any given night, 5,570 individuals experience homelessness throughout the County of Sacramento. Of the 5,570 individuals experiencing homelessness, approximately 70% (3,900 individuals) experience unsheltered homelessness with 73% (2,585 individuals) experiencing unsheltered homelessness in the City of Sacramento.

 

On February 5th, 2019, as part of the Fiscal Year (FY) 2018/19 Midyear Budget, the City Council (Council) approved $15.7 million in Measure U Funds (Fund 2401) to support sheltering and re-housing activities. On April 23, 2019, Council adopted a Homeless Funding Plan, allocating $1,024,320 of the Measure U Funds to scattered-site shelter operations.

 

In addition to the City funds, two private partners have committed funds to expand and enhance this program. Blue Cross of California Partnership Plan, INC (Anthem) and Dignity Health have been strong supporters of efforts to reduce and end homelessness in Sacramento, as well as City homeless initiatives, including the City’s Whole Person Care pilot (Pathways to Health + Home). Anthem has committed funding to support the operations of two scattered shelter sites associated with the City’s broader effort of supporting the scattered-site approach to sheltering, and Dignity Health has provided funding to support re-housing activities to increase shelter exits into permanent housing situations. With these additional funds, the City is able to provide an additional ten beds (in two homes) and re-housing services and funding for up to 118 people exiting these shelters. This collaborative investment between the City, Anthem and Dignity will result in a program that creates 40 new shelter beds with case management and housing supportive services. This helps support a critical needed increase in shelter capacity for single adults before, during, and after the approaching winter months, and beyond staff’s original expectations detailed in the Homeless Funding Plan approved by Council.

 

Policy Considerations: On October 16, 2018, the Sacramento City Council held a workshop on Homeless Sheltering Policies and adopted Resolution No. 2018-0402, which embraces Housing First principles for City-funded Triage Shelters. However, the City Council also acknowledged the need for other shelter and service approaches, especially for vulnerable populations, including transition age youth, women, and families. The approach recommended allows for a variety of sheltering options, recognizing different needs of different populations and reflecting community priorities.

 

The Sacramento City Code Section 4.04.020 and Council Rules of Procedure (Chapter 7, Section  E.2.d) mandate that unless waived by a 2/3 vote of the City Council, all labor agreements and all agreements greater than $1,000,000 shall be made available to the public at least ten (10) days prior to council action. The recommendation requests waiving this requirement.

Environmental Considerations: The proposed actions to support existing operations of Sacramento Self Help Housing is exempt from environmental review under the California Environmental Quality Act (CEQA) Guidelines section 15301 for existing facilities.

Rationale for Recommendation: On June 13, 2019, staff of the City’s Homeless Services Division released the Request for Proposals (RFP) #P19021011002 to identify an operator for scattered site shelters to increase shelter capacity for single adults experiencing homelessness.

 

The RFP was publicly available on the City’s procurement website, PlanetBids, and was widely distributed to the vast network of homeless service provider agencies known to the City and service providers connected to the local homeless Continuum of Care. Three proposals were submitted in response to the RFP

 

To ensure an objective review process, every submitted proposal was scored according to objective criteria, which included project approach, shelter operations plan, and budget narrative. Point values were assigned to each of the criteria and all proposals were ranked according to the total number of points received. Sacramento Self Help Housing was ranked as the highest scoring proposal and was recommended to be awarded for the two-year contract.

 

Financial Considerations: Sufficient funding exists in the Homeless Housing Initiative Program (I02000200) in fund the contract with Sacramento Self Help Housing.  See funding breakdown below.
