Description/Analysis

 

Issue Detail: The Department of Youth, Parks, & Community Enrichment (YPCE) is seeking approval to award a contract to Parker Landscape Development Inc. for the Roosevelt Park Ballfield Lighting Renovation Project. Parker Landscape Development Inc. was the low bidder for a contract amount of $707,970.

 

The work will include replacement sports field lighting fixtures, LED lights and computer lighting controls, and other improvements, perimeter park low water-use irrigation and landscaping, and renovation of the softball infield renovation, backstop, chain link fencing, bleachers and player’s areas, concrete flatwork and drinking fountain replacement. Construction is expected to be completed by February 2020.

 

The City of Sacramento’s Roosevelt Park is a one-block neighborhood park bounded by P, Q, 9th, and 10th Streets. Roosevelt Park is home to a lighted softball field, two basketball courts, a seasonal farmers market, and an outdoor fitness gym. These amenities are used by residents and employees who reside and work in the Central City.

 

Roosevelt Park is a 3.05-acre community park located at 1615 9th Street, in Council District 4.

 

Policy Considerations: The City Manager is authorized to make appropriation changes not exceeding $100,000 by fund from available fund balance per City Budget Resolution No. 2019-0248, Section 6.3. Appropriation changes that exceed $100,000 from a fund balance must be approved by City Council.

 

City Code Chapter 3.60 provides that City Council approval is required to enter into construction agreements over $100,000.

 

Providing parks and recreation facilities is consistent with the City’s strategic plan to enhance livability in Sacramento’s neighborhoods by expanding park, recreation, and trail facilities throughout the City.

 

Economic Impacts: The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.

 

The park construction project in the amount of $707,970 is expected to create 2.83 jobs (1.63 direct job and 1.2 indirect job through indirect and induced activities). Furthermore, it will create $437,126 in total economic output ($275,524 of direct output and $161,602 of output through indirect and induced activities).

 

Environmental Considerations:  The proposed project is exempt from environmental review under the California Environmental Quality Act Guidelines Sections 15301 and 15304. The project consists of the replacement and minor alterations of existing public facilities, mechanical equipment, and minor alterations to land.

 

Sustainability: The park improvements are consistent with sustainable design using recycled materials and local suppliers.

Rationale for Recommendation: The formal bidding process for the Roosevelt Park Ballfield Lighting Renovation Project was posted in accordance with City Code Chapter 3.60 and Administrative Policy AP-4002. The bids were opened on August 21, 2019. Staff received four bids and the results are listed below:

The Engineer’s Estimate for the total bid was $435,760.

The low bidder was determined on the base bid, there are no additive alternates.

Pursuant to City Code Sections 3.60.020, it was determined that Parker Landscape Development Inc. offered the lowest responsive bid and is a responsible bidder. The contract award is for the base bid in the amount of $707,970.

 

Financial Considerations: The total project contract amount is $707,970, and there are no additive alternate bid items.

 

There is insufficient funding in L19155500 to award the contract. Therefore, staff is seeking approval to transfer $52,500 from Park Development Impact Fees (Fund 3204) available fund balance to the Roosevelt Park Ballfield Lighting Renovation Project (L19155500) to award the contract and complete the project. There are adequate funds in the fund balance contingency for this area.

 

This is an existing park; the annual maintenance and utilities costs are covered in the

YPCE’s operating budget for maintenance, water, and utility costs.

 

Local Business Enterprise (LBE): Parker Landscape Development Inc. exceeded the 5% LBE participation requirement.
