Description/Analysis

 

Issue Detail: The Americans with Disabilities Act (ADA) requires all public agencies to perform a Self-Evaluation and develop an ADA Transition Plan for the installation of improvements necessary to achieve programmatic accessibility for persons with disabilities. This project will update the previously prepared Self-Evaluation of accessibility within the public right of way and provide an update to the City of Sacramento ADA Transition Plan for the public right of way. These actions are being taken in response to direction received from the Federal Highway Administration (FHWA).

 

City staff recommends the award of a Professional Services Agreement to complete the self-evaluation and update the ADA Transition Plan for the public right of way.

 

Policy Considerations: Implementation of the ADA accessibility programs and improvements is consistent with the City’s General Plan goals of providing an obstacle free and continuous pedestrian network in existing and new neighborhoods so that they are safe and universally accessible.

 

Economic Impacts: None

 

Environmental Considerations:

 

California Environmental Quality Act (CEQA): Approval of this consultant contract constitutes an administrative action that will not result in direct or indirect physical changes in the built environment, and the action is not a project that requires environmental review under the California Environmental Quality Act (CEQA). See CEQA Guidelines section 15378(b)(5). Any future proposed improvements recommended in ADA Transition Plan will be subject to the review requirements established in the Planning and Development Code, including CEQA review as appropriate.

 

Sustainability: Implementation of the ADA accessibility programs, services and improvements is consistent with the sustainability goal of improving air quality by designing and constructing pedestrian ways that encourage walking and other active transportation modes.

 

Commission/Committee Action: Staff presented an update on construction projects on February 21, 2019, and will be presenting on the FY2019/20 Prospective Plan to the Disability Advisory Commission (DAC) later this year.

 

Rationale for Recommendation: A request for proposals (RFP) was advertised on April 25, 2019, for professional services to develop a Self-Evaluation and ADA Transition Plan for the public right of way. The City received three proposals for professional services from SZS Engineering Access, Inc., Jensen Hughes, and Owen Group LP. Based upon the merits of the written proposals, and subsequent interviews of the top-3 ranked firms, a panel of staff from the Department of Public Works recommended SZS Engineering Access, Inc. as the top-ranked consultant team.

 

Staff recommends that the professional services agreement be executed with SZS Engineering Access, Inc. for an amount not to exceed $123,584.

 

Financial Considerations: The estimated total cost for the ADA Transition Plan and Self-Evaluation Update is $180,000.

 

This contract will be administered under the Public ROW Accessibility Program FY19 (T15190600). Sufficient funding is available in the Public ROW Accessibility Program FY19 (T15190600) to execute the Professional Services Agreement with SZS Engineering Access Inc. for a not-to-exceed amount of $123,584 to complete the delivery of the completed Self-Evaluation and Transition Plan update.

 

There are no General Funds planned or allocated for this project.
