Adopt a Resolution authorizing the City Manager, or the City Manager’s designee, to: 1) accept a grant award of $375,000 from the California Office of Traffic Safety; 2) establish the FY 2019/20 Selective Traffic Enforcement Program (STEP) operating grant project (G11016220); and 3) establish revenue and expenditure budgets in the amount of $375,000 in the FY 2018/19 STEP grant (G11016220) to implement the program.

Description/Analysis

 

Issue Detail: The California Office of Traffic Safety (OTS) has awarded $375,000 to the Sacramento Police Department (SPD) in federal grant funding to participate in the Selective Traffic Enforcement Program (STEP). The term of the grant is for one federal fiscal year, beginning October 1, 2019 and ending September 30, 2020.  This grant will support traffic enforcement and driving-under-the-influence overtime activities, services/supplies, equipment, and travel/training.

 

Policy Considerations: The recommendations contained in this report are consistent with Sacramento City Code Section 3.04.020, which requires City Council approval to enter into an agreement greater than or equal to $100,000, and City Council Resolution 2019-0248 which requires City Council authorization to establish an operating grant of $100,000 or more.

Environmental Considerations:

 

California Environmental Quality Act (CEQA): The proposed activity is not a project pursuant to the California Environmental Quality Act (CEQA), CEQA Guidelines Section 15378(b)(5). The activity is an organizational or administrative activity of governments that will not result in direct or indirect physical changes in the environment and is not subject to CEQA. CEQA Guidelines Section 15060(c)(3).

 

Sustainability Considerations:

Rationale for Recommendation: The primary purpose of this grant is to “reduce the number of persons killed and injured in crashes involving alcohol and other primary collision factors” by implementing “best practice strategies” including, but not limited to, Driving Under the Influence (DUI) operations; traffic safety education presentations and enforcement; distracted driving enforcement; and pedestrian and bicyclist safety enforcement.

 

California Office of Traffic Safety rankings reveal that in 2016, compared to 14 other major California cities, Sacramento was the worst city for traffic collisions.  Sacramento had the highest incidence of alcohol-involved collisions in which 489 victims were either killed or injured, and of those victims, 152 were the casualties of drunk drivers between the ages of 21 and 34.  During that same time period, it was also noted that Sacramento had some of the highest occurrences of collisions involving pedestrians and bicyclists under the age of 15.

 

By accepting this grant, the SPD will have funding to conduct overtime operations that focus on traffic safety and DUI issues, incorporating both educational and enforcement strategies.

 

Financial Considerations: The grant award will support overtime expenses, media/education materials, travel/training, a new equipment trailer, and miscellaneous supplies to be used during enforcement and education operations. No general fund resources are required to support the grant activities.
