Description/Analysis

 

Issue Detail: The Department of Youth, Parks, & Community Enrichment recommends rejecting the bids for the Roosevelt Park Restroom Renovation Project. The solicitation for bids for this project was issued and one bid was received on June 5, 2019 (Bid #B1819112143). The bid from B&M Builders, Inc. of $153,000 exceeded the engineer’s estimate of $140,000.

 

The original project scope was to renovate the existing 336 square foot building and repair the existing landscaping around the restroom building. Due to the high cost for renovation, staff will revise the scope to remove and replace the restroom with a premanufactured restroom building. The restroom replacement project will consist of the demolition of the old restroom building and installation of a new two stall restroom at a new location, which is closer to 9th Street. This updated project will be designed and put out to bid in late winter 2020. Construction is anticipated to begin in Spring 2020.

 

Policy Considerations: The action requested is required under City Code Chapter 3.60, which requires City Council approval to reject bids for contracts of $100,000 or more.

Environmental Considerations: It has been determined that the project is exempt from environmental review under California Environmental Quality Act (CEQA) Guidelines section 15301, existing facilities.

Rationale for Recommendation: A request for bids was advertised and only one bid was received. The bid exceeded the engineering’s estimate and the project budget. The bid for the restroom project is being rejected because the project scope changed from a renovation to a restroom replacement project as a better expenditure of funds.
