Adopt a Resolution regulating parking on sections of Alhambra Blvd, McKinley Blvd, G Street, Park Way, 33rd Street and 35th Street with “Three-Hour Parking 8:00 a.m. to 11:00 p.m.” and regulating parking on a section of H Street with “Three-Hour Parking 9:00 a.m. to 11:00 p.m.” according to the map attached as Exhibit A.

Description/Analysis

 

Issue Detail: Parking adjacent to McKinley Park is currently unregulated during daytime hours, allowing vehicles to park for extended periods of time. This makes it difficult for visitors of the park to find convenient parking. To enhance access to park services the Youth, Parks, and Community Enrichment Department requested regulating the parking immediately surrounding the park with three-hour restrictions to help vehicle turnover and provide parking for park visitors (see proposed map of three-hour parking in Exhibit A).

 

Policy Considerations: The recommendations in this report are in accordance with: 1) City Code Section 10.36.100, which requires a City Council resolution to designate certain business districts or streets for restricted parking; and 2) the Central City Parking Master Plan goal to make parking safe, secure, attractive, and convenient.

 

Economic Impacts: None

 

Environmental Considerations: The proposed restriction of parking is not a “project” under the California Environmental Quality Act (CEQA) pursuant to Public Resources Code section 21065 because it will not result in either direct or indirect physical changes in the environment. Even if the proposed action were considered a “project,” it would be exempt from CEQA pursuant to CEQA Guidelines section 15061(b)(3) because implementation of the parking restrictions does not have the potential for causing a significant effect on the environment.

 

Sustainability: This action supports the City of Sacramento’s sustainability goals to improve and optimize the transportation infrastructure.

 

Commission/Committee Action: None

 

Rationale for Recommendation: Limiting parking around McKinley Park to three hours will promote vehicle turnover, making it easier for visitors to access and enjoy the park.

 

Financial Considerations: The cost to implement the recommended parking regulations is estimated to be $1,700. Sufficient funds are available in the Department of Public Works, Parking Services Division Fiscal Year 2019/20 operating budget (General Fund, Fund 1001) to implement the recommended parking regulations.
