Adopt a Resolution: 1) authorizing the submittal of application to CalRecycle for the Rubberized Pavement Grant Program; 2) authorizing the City Manager or the City Manager's designee to execute all documents related to the CalRecycle Rubberized Pavement Grant Program; and 3) providing that these authorizations are effective for one (1) year from the date of adoption of the Resolution.

Description/Analysis

Issue Detail: The Department of Public Works provides a pavement resurfacing program each year to the extent funds are available. As a practice, the City uses rubberized pavement materials as part of its resurfacing program. Successfully applying for state grant funds from the California Department of Resources Recycling and Recovery (CalRecycle) would help pay for resurfacing projects that utilize rubberized materials in these programs. This would allow more maintenance funds to further address the City's road maintenance backlog.

Policy Considerations: These recommendations are consistent with Sections M 1.1.4 and M 7.1.6 of the City's 2035 General Plan, which state that the City shall effectively operate and maintain transportation facilities and infrastructure to preserve the quality of the system, and seek to minimize noise and other impacts of truck traffic, deliveries, and staging in residential and mixed-use neighborhoods.
