Adopt a Resolution: 1) authorizing the City Manager or the City Manager’s designee to transfer $250,000 (Major Street Construction, Fund 2007) from the expenditure budget of the State and Federal Grant Match Program (T15007200) to the expenditure budget of the Bell Avenue Complete Streets Rehabilitation Project (T15145600); 2) awarding a Professional Services Agreement to Bennett Engineering Services, Inc. for an amount not to exceed $351,099 for design delivery of the project; 3) authorizing the City Manager or the City Manager’s designee to execute the Professional Services Agreement with Bennett Engineering Services, Inc.; and 4) approving the Categorical Exemption for the Bell Avenue Complete Streets Rehabilitation Project (T15145600).

Description/Analysis
Issue Detail: The City was awarded federal funds to rehabilitate the corridor and improve the pedestrian and bicycle connectivity along Bell Avenue. The Bell Avenue Complete Streets Rehabilitation Project includes pavement rehabilitation, streetlighting, pedestrian, and bicycle improvements.
City staff recommends approval of the budget adjustment and award of the Professional Services Agreement to Bennett Engineering Services, Inc. to support the design delivery of the project.
Approval of the Categorical Exemption is required to comply with the California Environmental Quality Act (CEQA) and to allow staff to complete the design and proceed to construction.
Policy Considerations: The actions requested herein are consistent with the City’s goals of improving and expanding public safety and enhancing livability. Specific goals the project addresses are as follows:
M1.2.1 - The City shall develop an integrated, multimodal transportation system that improves the attractiveness of walking, bicycling, and riding transit over time to increase travel choices and aid in achieving a more balanced transportation system and reducing air pollution and greenhouse gas emissions.
These improvements will accommodate cyclists and will improve pedestrian safety.

Environmental Considerations:
California Environmental Quality Act (CEQA): The City of Sacramento Environmental Planning Services has reviewed the proposed project and determined that it is exempt from the provisions of CEQA under the Categorical Exemption for the operation, repair or minor alteration of existing public facilities involving negligible or no expansion of use and for new construction or conversion of small facilities, including street improvements, set forth in CEQA Guidelines Sections 15301(c) and 15303(d)(e) respectively.
National Environment Policy Act (NEPA): The California Department of Transportation (Caltrans) is the lead agency for NEPA, as assigned by the Federal Highway Administration for these federal grant funds. Caltrans senior environmental planning staff reviewed the project and determined a finding of categorical exclusion under 23 CFR 771 activity (c) (3 and 15).
Sustainability: This project advances active modes of transportation by designing a pedestrian- and bicycle-friendly corridor that provides improved accessibility to a wide range of users. A vibrant, multi-modal transportation system reduces vehicle miles traveled, helping the City to achieve reductions of greenhouse gas emissions. Transportation accounts for 48% of community-wide greenhouse gas emissions, the largest single sector in the community. This project implements strategies in the City’s Climate Action Plan to reduce vehicle trips and greenhouse gas emissions.

Rationale for Recommendation: A request for proposals (RFP) was advertised on January 4, 2019 for professional services to support City staff with the final design, community outreach, and utility coordination. The City received proposals from three teams: Bennett Engineering Services Inc., Psomas, and R&M Consulting Engineers, Inc. Based upon the merits of the written proposals and interviews of the consultant teams, a panel representing staff from the Department of Public Works reviewed and recommended Bennett Engineering Services, Inc. as the top-ranked consultant team.
Approval of the Professional Services Agreement with Bennett Engineering Services, Inc., the Categorical Exemption, and the transfer of funds is necessary to complete the design and proceed to construction.
Financial Considerations: The total estimated cost to complete final design and right-of-way activities for the Bell Avenue Complete Street Rehabilitation Project (T15145600) is $1,479,262. With the approval of the transfer of $250,000 (Major Street Construction, Fund 2007) from the State and Federal Grant Match Program (T15007200), there will be sufficient funding to execute the Professional Services Agreement with Bennett Engineering Services, Inc. for a not-to-exceed amount of $351,099 to complete final design, public outreach and utility coordination.
There are no General Funds planned or allocated for this project.
Local Business Enterprise (LBE): The contract with Bennett Engineering Services, Inc. is a federally funded contract and as a result Disadvantaged Business Enterprise (DBE) project participation requirements apply. LBE rules are held in abeyance. Bennett Engineering Services, Inc. has pledged 13.08% DBE project participation, meeting the 13.00% DBE goal set for this contract.
