Description/Analysis

 

Issue Detail: Staff recommends Council approve a Cost Share Agreement (CSA) with the County of Sacramento (County), for street and trench restoration associated with two Accelerated Water Meter Program projects.

 

The City retails water to 1,132 customers in the Fruitridge area that is outside the City limits.   As part of the Accelerated Water Meter Program, DOU will be replacing pipes and installing water meters within existing County roadways, under a County Encroachment Permit. Most roadways affected by this project are included as candidates for asphalt overlay in the near future.  Most of the cost and effort associated with the City restoring the pavement, following the waterline installation, would be lost when Sacramento County Department of Transportation (SacDOT) subsequently grinds and overlays the pavement. Consolidating the City’s trench restoration with SacDOT’s overlay project will minimize the inconvenience the public experiences and will reduce cost to both projects. Specific roadways included in the City project are identified on the Vicinity Map (Attachment 2). SacDOT is pursuing similar arrangements with Pacific Gas and Electric Company (PG&E), and Sacramento Area Sewer District (SASD) as both currently also have utility projects that impact roadways in the Fruitridge area.

 

Policy Considerations:  City Council approval is required for all contracts for public projects of $100,000 or more per City Code 3.60.090. 

 

Economic Impacts:  None.

 

Environmental Considerations:  This action consists of authorizing a CSA for street and trench restoration associated with two of the Accelerated Water Meter Program projects. On May 4, 2017, the City Council approved the environmental review for the AWMP projects as a subsequent project under the Master Environmental Impact Report for the 2035 General Plan, pursuant to the California Environmental Quality Act (CEQA) and a Notice of Determination was filed.  None of the circumstances identified in CEQA Guidelines section 15162 (substantial changes in the project or circumstances, receipt of new information of substantial importance, or mitigation measures that would not be implemented) are present. No additional environmental review is required.

 

Sustainability:  The proposed project is consistent with the 2035 General Plan Policies U.1.1.1 and U1.1.3 as it improves infrastructure reliability, which will allow the street restoration to be completed with other projects in the most efficient and cost-effective way.

 

Commission/Committee Action:  Not applicable.

 

Rationale for Recommendation:  Contributing funds to the County to repave streets in lieu of restoring trenches as required by the City’s Encroachment Permit will save the City money and leave the County a uniformly improved final street section.  On June 18, 2019, the County of Sacramento’s Board of Supervisors approved the proposed CSA. 

 

Financial Considerations:   The proposed CSA is for an amount not-to-exceed $359,204.  There are sufficient funds available in the Residential Water Metering Program (Z14010000) to fund the agreement. 

 

There are no General Funds allocated or planned for this project.

 

Local Business Enterprise (LBE):  Not applicable.  The County of Sacramento will utilize City funds to repave the streets impacted by the water meter program work in the County of Sacramento.
