Description/Analysis

 

Issue Detail: The Association of California Water Agencies (ACWA) has announced that a Nominating Committee has been formed to develop a slate for the Association’s statewide positions of President and Vice President. A member of the San Juan Water District Board, Pam Tobin, is running for Vice President and staff recommends that the City Council support her nomination.

 

Pam Tobin has served as a member of the San Juan Water District Board of Directors since 2004 and has assumed various leadership roles. She is a member of the ACWA Board of Directors and is currently Chair of Region 4. She has also served on ACWA’s Federal Affairs Committee and the ACWA Local Government Committee since 2014.

 

Ms. Tobin has also served on the Board of the Regional Water Authority (RWA) since 2004 and previously served as RWA Board Chair. She has served on the RWA Executive Committee for a number of years and received the RWA “Distinguished Service” Award for 2018. Additionally, Ms. Tobin has served on the Board of the Sacramento Groundwater Authority (SGA) since 2004 and is currently the SGA Chair.

 

Policy Considerations: This item is relevant to the General Plan Policy U 2.1.2, titled “Increase water supply sustainability,” by having a representative from northern California on a statewide water association.

Rationale for Recommendation: This item was presented to the City of Sacramento Water Committee on September 24, 2019, which recommended that it be forwarded to the full council for their approval.
