Adopt a Resolution authorizing the City Manager, or the City Manager's designee, to: 1) accept the FY 2019 Edward Byrne Memorial JAG Program Award in the amount of $246,833; 2) establish an operating grant project (G11017800) for the FY 2019 Edward Byrne Memorial JAG Program Award; and 3) adjust the operating grant revenue and expense budgets for the award amount of $246,833.

Description/Analysis

Issue Detail: The U.S. Department of Justice's (DOJ) Edward Byrne Memorial Justice Assistance Grant (JAG) Program provides funding to state and local governments to support projects that improve or enhance: law enforcement programs; prosecution and court programs; prevention and education programs; planning, evaluation, and technology improvement programs; and programs for victims of and witnesses to crimes. Permissible uses of award funds are personnel, equipment, supplies, contractual support, training, technical assistance, and information systems. Awards are determined by the DOJ using a formula based on the three-year violent crime average reported to the Federal Bureau of Investigation. The Federal Fiscal Year 2019 allocation for the City of Sacramento is $246,833. The Sacramento Police Department (SPD) proposes to use this allocation to continue support for its helicopter operations program.
