Description/Analysis

 

Issue Detail: The Sacramento Police Department (SPD) requests authorization to execute a grant agreement to pass through federal grant funds awarded to the City to the Sacramento County Sheriff’s Department for Regional Threat Assessment Center (RTAC) services. This grant is a subaward of the 2017 Urban Area Security Initiative (UASI) grant (G11016900) and is subject to federal grant administrative requirements contained in Title 2, Part 200 of the Code of Federal Regulations (2 CFR 200).

 

Policy Considerations: The recommendation contained in this report is consistent with Sacramento City Code 3.04.020, which states City Council approval is required to award a contract of $100,000 or more. This action funded with federal grant dollars and is subject to the contents of Title 2, Part 200 of the Code of Federal Regulations (2 CFR 200). Per 2 CFR 200.330, this action is considered a “subaward” and not a “procurement” and therefore is not subject to competitive bidding requirements nor the requirements contained in Sacramento City Code Chapters 3.56 (Purchasing of Supplies and Services), 3.60 (Contracts for Public Projects), or 3.64 (Contracts for Professional Services).

Environmental Considerations: Not applicable; the proposed activity is not subject to the California Environmental Quality Act (CEQA) according to its guidelines contained in the California Code of Regulations (CCR), per Sections 15060(c)(3) and 15378(b)(5).

Rationale for Recommendation: The federal grant program requires that a minimum of 25% of award funds are used for Law Enforcement Terrorism Prevention Activities (LETPA). As described in Federal Emergency Management Agency (FEMA) Information Bulletin 412, this obligation can be fulfilled by supporting the “maturation and enhancement of designated state and major urban area fusion centers.”

 

The fusion center for the Sacramento region is the Central California Intelligence Center (CCIC) - Sacramento Regional Threat Assessment Center (RTAC), a 24/7 analytically-driven fusion center that supports law enforcement information needs with an emphasis on terrorism intelligence. The RTAC is responsible for the fusion of all intelligence related to crime and terrorism for the Eastern District of California. At the RTAC, information is received from public safety entities, public health agencies, public/private partnerships, and members of the public, which is then analyzed and evaluated to produce operational intelligence to aid in the detection, deterrence, and disruption of foreign and domestic terrorist attacks.

 

The subaward will partially reimburse the salary and benefit expenses of the following positions at the RTAC:

                     Cyber Intelligence Analyst (1)

Financial Considerations:  This action will be fully funded with Fiscal Year 2017 UASI grant (G11016900) resources and will not require any General Fund resources.
