Recommendation

Adopt: 1) a Resolution calling for a municipal election to be held on Tuesday, March 3, 2020, for the election of certain officers (Mayor and Council Districts 2, 4, 6, and 8); 2) a Resolution requesting the Sacramento County Board of Supervisors to consolidate the City of Sacramento’s municipal and general elections with the statewide municipal elections; and 3) a Resolution requesting the Sacramento County Board of Supervisors to permit the County Elections Official to render certain election services to the City of Sacramento in connection with the consolidated elections.

Description/Analysis

 

Issue Detail: The terms for the incumbent Mayor and Council Members in Districts 2, 4, 6, and 8 will end in December 2020.  Pursuant to established procedures, the Office of the City Clerk is calling for the holding of a municipal election in March 2020 to fill these vacancies.  In accordance with the City Charter, city municipal elections are to be consolidated with statewide elections.

 

Policy Considerations: The actions outlined in this report are in accordance with the California Elections Code and the Sacramento City Charter.

Rationale for Recommendation: These actions are necessary to hold a March 2020 municipal election.

 

Financial Considerations: Sufficient funding is available in the City Clerk’s election budget to accommodate the cost of these elections. Estimated costs have not yet been provided by the County Registrar.  In 2018, the estimated cost for a Council District election was approximately $26,000 per district, and a measure on the ballot was approximately $178,634.  In 2016, the estimated cost for a Mayoral election was $143,078.  The cost of the March 2020 Mayoral election is expected to exceed the costs of the June 2016 election due to a significant increase in voter registration.
